Developing National Legal Portal into a national shared digital platform on law

The objective of the project is to develop the National Legal Portal into a national shared digital platform on law for use across all sectors and fields; serving as an official information channel and a centralised access point providing complete, timely, and systematic information and data for the development and implementation of laws.

Deputy Prime Minister Le Tien Chau recently signed Decision No. 1264/QD-TTg approving the project on the “Development of the National Legal Portal for the 2026-2030 period” (the Project).

The objective of the Project is to develop the National Legal Portal into a national shared digital platform on law for use across all sectors and fields and to fulfil its political and legal duties, acting as an official information channel and a centralised access point providing complete, timely, and systematic information and data in the work of lawmaking and enforcement; contributing to improving access to law for citizens, businesses, and society and enhancing the effectiveness of modern national governance; and effectively implementing the action program of the Central Committee of the Communist Party of Viet Nam, Resolution No. 66-NQ/TW, and Resolution No. 109/NQ-CP.

The project outlines the following specific objectives:

To build and develop the National Legal Portal into an official communication channel on policies and laws, providing complete and timely information on the Party and State's guidelines, directions, and orientations, as well as activities to innovate the work of lawmaking and enforcement, meeting the requirements of national development in the new era, including:

To build and develop the National Legal Portal as an information and communication channel on the activities of the Central Steering Committee on institutional improvement and law enforcement, contributing to improving the effectiveness of directing, managing, and implementing the Party's guidelines and the State's policies and laws.

To ensure that 100% of new legal documents and consolidated legal documents are provided promptly and fully as prescribed; and to publicly disclose English translations of some legal documents related to the lives, employment, and business of foreigners and foreign enterprises.

The National Legal Portal should be developed into a forum for brainstorming, consultation, and receiving feedback from experts, scientists, the business community, and the public on the development and implementation of laws, facilitating information interaction between the State and citizens and businesses. This will contribute to improving the quality of policy critique and the consistency, uniformity, and feasibility of the legal framework, while ensuring genuine social and citizen participation in national governance.

The National Legal Portal should serve as a centralised access point for legal information and data from its components (excluding administrative procedures on the National Public Service Portal) for citizens and businesses to use and utilise.

The dissemination and education of law in the digital environment should be significantly reformed through timely and easily understandable communication of new policies, regulations, and laws.

At the same time, building and developing the National Legal Portal contributes to improving the effectiveness of state management in the legal field and makes a positive contribution to building a modern national governance system.

To achieve the above objectives, the Project outlines five groups of tasks and solutions regarding: the provision of legal information on the National Legal Portal; data and integration; institutional framework and guidance; improving functionality and ensuring information security and cybersecurity; and implementation, communication, human resources, and funding.
