The directive states that over the past decade, the study and emulation of Ho Chi Minh’s thought, morality and style have achieved substantial results, contributing to Party building and rectification, and to strengthening a clean and strong Party and political system.

However, in some localities, the study and emulation of President Ho Chi Minh have remained superficial and have yet to translate into substantive progress from awareness to action.

Furthermore, the exemplary role of some officials and Party members, particularly those in leadership positions, has not been adequately harnessed to address pressing issues.

In the new stage of development, the task of building and strengthening a clean and strong Party and political system requires the study and practice of Ho Chi Minh’s thought, morality, methodology, and style to transition decisively towards regular, self-motivated, and practical implementation, closely linked to the quality and effectiveness of official duties, and to tangible outcomes in serving the people.

Therefore, the Politburo directs Party committees, Party organisations, authorities at all levels, the Viet Nam Fatherland Front, socio-political organisations, and officials and Party members to focus on the following key tasks.

Firstly, it is necessary to fortify leadership and direction over the study and practice of Ho Chi Minh’s thought, morality, methodology, and style, regarding this work as a key and ongoing task for the entire political system and for every official and Party member.

Secondly, the study and practice of Ho Chi Minh’s thought, morality, methodology, and style must be integrated with building a culture of leadership, a culture of public service, and a strong sense of responsibility in performing official duties.

The Politburo also urges the vigorous promotion of the exemplary role and responsibility of officials and Party members, especially those in leadership positions.

It stressed that leading by example must become an important method of leadership, enhancing credibility, fostering a sense of responsibility, and strengthening public confidence in the Party and the political system.

Furthermore, it is necessary to revamp research, communications, and education on Ho Chi Minh’s thought, morality, methodology, and style.

Digital technology and artificial intelligence should be leveraged extensively to develop databases and digital learning resources for studying and practising President Ho Chi Minh’s teachings, ensuring that this content is concise, easy to understand, easy to remember, and easy to apply.

Efforts are needed to further elucidate the theoretical and practical value of Ho Chi Minh’s legacy in light of new requirements, replicating effective models and innovative approaches, and promptly recognising exemplary individuals and collectives in studying and putting President Ho Chi Minh’s teachings into practice.
