The 20th National Congress of the CPC was a great success, with decisions that played an important role in guiding and ensuring the comprehensive construction of modern socialist China.

Vietnam and China established their diplomatic ties on January 18, 1950, marking an important milestone in the history of the two countries’ relations. The friendship cultivated by generations of leaders of the two countries has become a common property of the two peoples, contributing to maintaining a stable and healthy cooperation trend that has brought practical benefits to both countries.
In 1999, the two Parties and countries defined the motto to enhance Vietnam-China relations in the 21st century as “friendly neighbourliness, comprehensive cooperation, long-term stability and future-oriented thinking.”
The two sides signed a Joint Statement on Comprehensive Cooperation in the New Century in 2000, turning them into "good neighbours, good friends, good comrades, and good partners".
Taking place right after the great success of the 20th National Congress of the CPC, Party General Secretary Nguyen Phu Trong’s official visit to China, expressed the valuing of the CPC Central Committee and General Secretary and President of China Xi Jinping, to the position and international role of Vietnam and General Secretary Nguyen Phu Trong personally.
The visit also affirms and continues to actively and vigorously implement the foreign policy of the 13th Party Congress of independence, self-reliance, peace, friendship, cooperation and development and diversification and multilateralisation of foreign relations. In addition, the visit affirms Vietnam's consistent policy of considering relations with China as a top priority in its foreign policy, as well as that the relationship between the two countries will develop in a long-term, stable, increasingly effective and practical manner, following the spirit of the common perception of the senior leaders of the two Parties and two countries.
In 2008, the two nations established the Vietnam-China relationship as a comprehensive strategic cooperative partnership under the “16 Words” Guideline and the spirit of “Four Good”.
In recent years, Vietnam-China relations have continued to develop positively. High-level meetings and exchanges have taken place regularly, even in difficult conditions due to the COVID-19 pandemic.
The relationship between the two Parties has been increasingly strengthened via regular and practical cooperation between the Party committees of the two sides, as well as through other forms of cooperation and exchange of theories. Regarding the State channel, the cooperation between the Governments, National Assemblies, Fatherland Fronts, localities and people’s organisations, from the two countries have been promoted effectively. Their defence and security cooperation has been consolidated. Meanwhile, cooperation in the fields of trade, investment and tourism has increased sharply. The common land border situation has maintained peace and stability. The two countries have supported each other and actively cooperated in the prevention and control of COVID-19. The propaganda of positive information about the two Parties, two nations and their ties has been strengthened.
As an important occasion to discuss the orientations for the two countries’ relations, the visit contributes to enhancing political understanding and trust, as well as consolidating, expanding and improving the effectiveness of the relationship between the two Parties. The visit also serves as an orientation for the two countries’ ties while boosting the State channel, towards creating new changes in equal and mutually beneficial cooperation in economy, trade and investment, improving the effectiveness of defence-security cooperation, strengthening coordination at international forums, developing relations between mass organisations, people-to-people exchanges and promoting positive trends in information and communication. The meetings and working sessions between the two countries' senior leaders during the visit will also contribute to consolidating high-level common awareness on controlling disagreements, removing difficulties and properly handling issues at sea, between the two countries by peaceful means per international law.
