Ha Nam Provincial People’s Council passes nine key resolutions on socio-economic development

In accordance with legal regulations and to ensure the timely implementation of local socio-economic development tasks, on May 30, 2025, the 19th Ha Nam Provincial People’s Council (the 2021–2026 term) convened its 27th session (a special session) to review and pass resolutions on matters within its jurisdiction.

With urgency and a strong sense of responsibility, the delegates focused on discussing matters related to finance and investment, specifically commitments to support investment capital from the provincial budget, adjustments to the 2025 state budget estimates, as well as adjustments and detailed allocations for the medium-term public investment plan for the 2021–2025 period and the 2025 public investment plan.

Delegates also discussed mechanisms and policies supporting the implementation of social housing construction projects and agricultural production support. In terms of land and forestry, the contents included adjusting and supplementing the list of land plots for project bidding, the list of projects requiring land recovery, projects requiring the conversion of land use purposes from rice cultivation, and regulations on the authority to liquidate plantation forests under public ownership within the province.

At this 27th session — a special session — the 19th Ha Nam Provincial People’s Council reviewed and discussed the submissions from the Provincial People’s Committee, the verification reports of the Provincial People’s Council’s Economic and Budget Committee, and adopted nine resolutions in the fields of finance-investment, land management, agriculture, and forestry.

These are important contents aimed at achieving goals related to investment attraction and public investment capital allocation, with a focus on improving the transportation infrastructure system and developing socio-economic sectors.

In his closing speech, Mr Dang Thanh Son, Permanent Vice Chairman of the Ha Nam Provincial People’s Council, called on the Ha NamProvincial People’s Committee to urgently concretise and direct the implementation of the resolutions adopted by the provincial People’s Council.

In particular, he urged the acceleration of the allocation and disbursement of public investment capital, and the timely completion of projects and works with ensured quality and schedule. He emphasised the effective implementation of mechanisms supporting social housing development to address the housing needs of low-income individuals, workers, and labourers in industrial parks and clusters throughout the province. This would contribute to attracting labour to live and work in Ha Nam and to fulfilling the social housing targets assigned by the government. He also urged the allocation of the provincial budget and lawful financial resources to promptly support the restoration of production in areas affected by natural disasters and plant pests across the province.

The permanent vice chairman of the Ha Nam Provincial People’s Council requested that the Standing Committee, Committees, and Delegate Groups of the Ha Nam Provincial People’s Council to enhance oversight of the implementation of the council's adopted resolutions; to actively promote communication, raise awareness, and build consensus and unity among voters and the public in the implementation of the Ha NamProvincial People’s Council’s policies, mechanisms, and guidelines.
