In his report, Pham Quang Ngoc, Vice Secretary of the Provincial Party Committee and Chairman of the Ninh Binh Provincial People’s Committee, emphasised the province’s determination to implement the Party and State’s directives on administrative restructuring and urban heritage development during the 2023–2030 period.
Deputy Prime Minister Tran Hong Ha praised Ninh Binh’s strategic development over the years, balancing historical preservation with economic growth. From a poor province, Ninh Binh has transformed into a self-sustaining region with a GRDP growth rate of 8.56% in 2024 and per capita income ranking 11th nationwide. The province has also earned global recognition, with Ninh Binh being named among the top 10 most attractive destinations in the world.
The establishment of Hoa Lu City, merging Ninh Binh City and Hoa Lu District, marks a milestone in its journey to becoming a millennium heritage city and a creative hub. The deputy prime minister urged Ninh Binh to develop Hoa Lu into a model for urban heritage, emphasising cultural preservation, sustainable tourism, and digital transformation to showcase Ninh Binh’s rich history and natural beauty on a global scale.
At the event, Doan Minh Huan, Secretary of Ninh Binh Provincial Party Committee, expressed confidence in Hoa Lu City’s potential to become a leading urban and cultural centre, contributing to the nation’s growth and laying a solid foundation for a new era of national development.
