Doan Tuan Hiep, General Director of HMS Industrial Infrastructure Management and Operations Joint Stock Company, said HMS operates the Pham Ngu Lao-Nghia Dan Industrial Cluster, which accommodates industries including footwear, garments and textiles, mechanical engineering, agricultural and forestry products, handicrafts, electronics, automobiles, clean industries, and warehousing.
A notable feature of the Pham Ngu Lao-Nghia Dan Industrial Cluster is its favourable geographical location, situated next to the road connecting the Ha Noi-Hai Phong Expressway with the Cau Gie-Ninh Binh Expressway. It has a synchronised technical infrastructure system, including transport, water supply and drainage systems, an entirely underground electricity network, and a wastewater treatment plant with a total capacity of 2,000 cubic metres per day and night.
Along with its favourable investment environment, the industrial cluster has attracted 41 investment projects, with the occupancy rate reaching 80% of the industrial land area. Of these, 15 projects have basically completed construction and equipment installation and are preparing for trial operation. Once officially operational, these projects will generate industrial production value worth thousands of billions of VND.
Long Hung Commune of Hung Yen Province is home to the Hung Nhan and Duc Hiep industrial clusters. The Hung Nhan Industrial Cluster covers 45ha, has completed its infrastructure and reached a 100% occupancy rate, attracting 14 registered businesses operating in sectors such as garments and textiles, mechanical engineering, toy manufacturing, and pharmaceuticals.
The Duc Hiep Industrial Cluster covers more than 54ha, has completed site clearance and is currently attracting secondary investors. These are two multi-sector industrial clusters oriented towards the application of advanced and modern technologies, meeting international standards and being environmentally friendly.
To create an attractive investment environment, Long Hung Commune always provides the most favourable conditions for investors in site clearance, completion of administrative procedures and issuance of investment certificates. Once the industrial clusters become fully operational, they will create jobs for thousands of local employees and people from neighbouring communes and wards, contributing to promoting socio-economic development.
In September, Hung Yen Province commenced construction of two industrial clusters. The Lac Dao Industrial Cluster, invested in by Van Lam Industrial Cluster Infrastructure Construction and Development Joint Stock Company, covers more than 42ha and has an investment capital of more than 640 billion VND. This is a multi-sector industrial cluster that will accommodate projects in light industries and projects that do not cause environmental pollution.
The Da Loc Industrial Cluster, invested in by HAPLAST Joint Stock Company, covers more than 61ha and has an investment capital of more than 650 billion VND. It will accommodate manufacturing projects supporting the electronics industry, the automobile support industry, mechanical engineering, and high-tech industries.
Nguyen Duc Tai, Director of the Hung Yen Provincial Department of Finance, said that Hung Yen Province is creating all favourable conditions for industrial clusters to develop and attract investment, ranging from administrative procedures, the construction of socio-economic infrastructure and improving the provincial competitiveness index, to site clearance and the issuance of investment certificates for secondary investment projects.
With available land and a favourable investment and business environment, many industrial clusters have attracted foreign investors with large investment capital and advanced technologies to build factories. So far, Hung Yen Province has 47 industrial clusters in operation, hosting 499 secondary investment projects, with total registered capital of around 59,110 billion VND and more than 1.5 billion USD.
Under the Hung Yen Provincial Planning for the 2021-2030 period, with a vision to 2050, the province plans to develop 126 industrial clusters covering a total area of nearly 8,000ha. Of these, 84 industrial clusters have been established or have their technical infrastructure construction investment projects approved by the provincial People's Committee, with a total area of around 4,551ha.
In implementing the orientation of developing multi-sector industrial clusters suited to the potential and strengths of each locality, Hung Yen Province is directing all levels and relevant agencies to closely monitor the implementation progress of each industrial cluster infrastructure construction project; guide and urge investors to complete legal procedures, build and carry out monthly and quarterly plans, complete site clearance steps and begin infrastructure construction investment. Particular attention is being paid to solutions to remove difficulties and accelerate compensation and site clearance. In the first six months of this year, industrial clusters across Hung Yen Province completed compensation and site clearance for around 368ha, bringing the total area cleared to approximately 2,255ha.
With an orientation towards developing synchronised infrastructure, significantly improving the investment environment and accompanying businesses, industrial clusters across Hung Yen Province are continuing to affirm their role as an important driving force for economic growth, job creation and sustainable development in the new period.
