Experience from many localities shows that efforts to identify promising candidates and improve the quality of new Party members have yielded encouraging outcomes through innovation and determination. Several Party committees and organisations in rural, mountainous, border, and island areas, as well as ethnic minority regions, have successfully met their membership development targets.
Practical experience from several disadvantaged localities demonstrates that, by promoting emulation movements in learning and work, Party committees have adopted a more proactive approach, creating opportunities and environments where individuals, particularly young people, can develop their abilities, demonstrate their commitment, and strive to earn Party membership.
At the beginning of the current term, the Standing Board of the Ha Tinh Provincial Party Committee issued Directive No. 08-CT/TU on improving the quality of Party membership development in the new period, accompanied by a range of key measures. The directive emphasises creating favourable conditions for mass organisations in local communities, schools, and enterprises to renew their activities, expand patriotic emulation campaigns, encourage innovation in work and study, and organise forums and clubs to identify and nurture outstanding individuals for Party consideration.
Campaigns promoting socio-economic development and new-style rural development have attracted large numbers of Youth Union and association members, enabling Party organisations to identify exemplary individuals and establish long-term development plans. Grassroots Party cells have also assigned young Party members to mentor local youth, inspiring them through practical activities such as maintaining public order and supporting young people in building careers and livelihoods.
Practical experience from several disadvantaged localities shows that encouraging emulation movements in education and labour has enabled Party committees to change their approach by creating opportunities for training and self-improvement, allowing individuals — especially young people — to demonstrate their capabilities and determination to join the Party.
In Lai Chau Province, many village Party cells have taken a proactive approach by identifying and selecting outstanding individuals through campaigns promoting economic development and cultural enrichment in local communities. Party members are then assigned to mentor and support these prospective candidates.
According to the Standing Board of the Sin Ho Commune Party Committee, throughout the process of developing prospective Party members from grassroots movements, Party committees and assigned Party members closely monitor each candidate's progress in both awareness and conduct. This provides an important basis for assessing their development, helping to ensure that Party membership expansion prioritises quality over mere numerical growth.
To establish a sustainable source of future Party members, several Party committees have introduced coordinated measures to encourage young workers to remain in their hometowns. These include preferential loans, vocational training, and support for high-tech agricultural start-ups and eco-tourism initiatives. Such policies enable young people to build careers locally rather than migrating for work, while simultaneously strengthening the workforce needed to implement rural and agricultural development programmes and creating a stable source of prospective Party members.
This approach delivers a dual benefit: it contributes to local socio-economic development while creating favourable conditions for nurturing the Party's future membership. It has proved particularly effective in Binh Thuan Commune, Son La Province, where the local Party Committee has successfully applied these measures to meet its annual membership targets.
In 2025, the commune's Party organisation admitted 24 new members, achieving 100% of its annual target. The Party cell of Ta Khoang Village was recognised as a leading unit in this work. Its newly admitted members are exemplary Youth Union members, association members, and farmers who have actively contributed to new-style rural development, boldly applied technological advances to agricultural production and livestock farming, and earned the trust of local residents. In 2026, the Party cell plans to recruit three additional Party members.
Alongside these efforts, strengthening the exemplary role of Party members and promoting their image as pioneers and role models in everyday life has been recognised as a fundamental solution to fostering public trust and inspiring more people to strive for Party membership. This also helps enhance the credibility of Party organisations while ensuring the quality of newly admitted members.
Through practical emulation movements closely linked to local socio-economic development, many outstanding role models have emerged. These individuals continue to receive guidance and support from Party committees before being admitted into the Party, contributing to the ongoing effort to build increasingly clean and strong Party organisations from the grassroots level, in line with the directives of the 14th National Party Congress.
