The ceremony was attended by Party Central Committee Secretaries: Vice President Vo Thi Anh Xuan and Chief Justice of the Supreme People’s Court Nguyen Van Quang; as well as Party Central Committee members: Prosecutor General of the Supreme People’s Procuracy Nguyen Huy Tien, Chairman of the Presidential Office Le Khanh Hai, Deputy Chief Justice of the Supreme People’s Court Nguyen Hai Tram, and Deputy Minister of Public Security Senior Lieutenant General Dang Hong Duc.

Addressing the ceremony, Chairman of the Presidential Office Le Khanh Hai stressed that providing effective advice and support for the activities of the General Secretary and the President in the new period requires close, regular, coordinated, and effective cooperation among relevant agencies, including the Supreme People’s Court and the Supreme People’s Procuracy.

As the country enters a new stage of development, increasingly demanding requirements are being placed on advisory and support work, involving a number of major and important inter-sectoral and inter-agency tasks, including building and perfecting the socialist rule-of-law State of Viet Nam; improving institutions and enforcing the law; and performing the president’s duties and powers in the judicial sector.

According to the Chairman Le Khanh Hai, these tasks need to be handled more quickly, consistently and effectively, while increasingly stringent requirements are being imposed on discipline, order, quality, progress, and digital transformation. This is particularly important as the entire political system is implementing new Party guidelines and resolutions, including resolutions on judicial reform aimed at building a professional, modern, fair, strict, and integrity-based judiciary that serves the Fatherland and the people.

The three agencies conducted a comprehensive review of the existing coordination regulations, retaining provisions that had been tested in practice while amending and supplementing necessary contents to meet task requirements in the new situation.

Chief Justice of the Supreme People’s Court Nguyen Van Quang affirmed that the signing of the coordination regulations marks a new stage of development, bringing the working relationship among the agencies into greater depth and making it more systematic and effective.

The regulations specify the functions, duties, and powers of each agency in accordance with the Constitution, laws, and Party regulations, while building on the results already achieved and clarifying the responsibilities of each agency in line with the increasingly demanding requirements of providing advice and support to the president.

According to Prosecutor General of the Supreme People’s Procuracy Nguyen Huy Tien, the signing of the regulations is of practical significance, demonstrating the agencies’ responsibility and consensus in strengthening coordination and improving the effectiveness of performing the president’s duties and powers in accordance with the Constitution and the law.

In response to new task requirements and changes in legislation, the new regulations comprehensively set out key areas of coordination, including personnel matters falling under the president’s authority; work reports by the prosecutor general of the Supreme People’s Procuracy; the formulation, improvement and enforcement of laws; the promulgation of laws and ordinances; and support for the president’s visits to and working sessions with the Supreme People’s Procuracy.

At the ceremony, Chairman Le Khanh Hai, Chief Justice Nguyen Van Quang, and Prosecutor General Nguyen Huy Tien signed the coordination regulations. They expressed their confidence that the new regulations would bring about more tangible improvements in coordination among the three agencies, contributing to higher-quality advice and support for the activities of the general secretary and president in the new period.
