Panamanian President begins official visit to Viet Nam

On October 5, President of the Republic of Panama Jose Raul Mulino and his spouse began an official visit to Viet Nam at the invitation of General Secretary of the Communist Party of Viet Nam Central Committee and President of the Socialist Republic of Viet Nam To Lam and his spouse.

His entourage includes Minister of Foreign Affairs Javier Eduardo Martinez-Acha Vasquez, Minister of Agricultural Development Roberto Linares, Minister for Panama Canal Affairs Jose Ramon Icaza, Panamanian Ambassador to Viet Nam Nubiela Ayala Modes, Ambassador and Secretary to the President Carlos Prosperi, and Ambassador and Presidential Assistant Javier Cachafeiro.

President Jose Raul Mulino was born in David, Panama, on June 13, 1959. He holds a bachelor’s degree in Science and Literature and a bachelor’s degree in Law and Political Science from Santa Maria La Antigua Catholic University (Panama), as well as a master’s degree in Maritime Law from Tulane University (US).

In 1988, Jose Raul Mulino founded the Fabrega, Molino and Mulino law firm in Panama. In 1990, he served as Deputy Minister of Foreign Affairs.

From 1993 to 1994, he served as Minister of Foreign Affairs. From 1994 to 1995, he was a member of the National Council for Foreign Relations and served as a Justice of the Supreme Court of Justice.

He successively served as President of the Solidarity Party from 2005 to 2008 and President of the Patriotic Union Party from 2008 to 2011.

From 2009 to 2010, he served as Minister of Government and Justice, before serving as Minister of Public Security from 2010 to 2014. He has been serving as President of the Republic of Panama since July 2024.
