The congress was attended by President Nguyen Xuan Phuc, former National Assembly (NA) Chairmen Nguyen Van An and Nguyen Sinh Hung, Standing NA Vice Chairman Tran Thanh Man, Head of the Party Commission for Mass Mobilisation Bui Thi Minh Hoai, and President of the Vietnam Fatherland Front Central Committee Do Van Chien, as well as representatives from ministries, sectors, localities, and international organisations.
It also attracted the participation of 500 delegates representing more than 7 million staff members and volunteers of the VRCS across the country.
