This is an event of great historical significance, marking a new stage in the LPRP’s development during its implementation of the noble mission of leading the country and people to integrate and prosper.

Since its inception on March 22, 1955, the Lao People's Party(now the LPRP) has created glorious milestones in the history of the country. Under the strategic and wise leadership of the LPRP, Lao people rose up in revolt and successfully completed their struggle for national liberation, giving birth to the Lao People's Democratic Republic (LPDR) on December 2, 1975. The event marked a heroic historical milestone during the cause of national construction and defence of Lao people as well as opening an era of peace, independence, self-control, unity and prosperity for the nation. Over the past 60 years, the LPRP hasbeen constantly strengthened and developed in all aspects. Its development has been clearly shown over the past ten congresses. Each congress marked a new development level of the Party, outlined guidelines to improve the Party’s leadership capacity, enhance the strength of the great national unity bloc, and devise important tasks for each stage of the country's development.

Under the wise leadership of the LPRP, along with the patriotism and resilient revolutionary tradition, people from allethnic groups of Laos have repelled all difficulties and gained many great successes during the cause of national construction and defence. The country’s security and political situations have been maintained. In addition, Laos has witnessed strong economic growth and people’s material and spiritual lives have been constantly improved. Notably, following the five-year implementation of the Resolution of the Party’s tenth Congress and the eighth Five-Year Socio-Economic Development Plan for the 2016-2020 period, Lao people have gained comprehensive achievements of great historical significance, increasing the Lao revolution’s power and position as well as improving the LPDR’s prestige in the international arena. Laos is currently one of the countries with the highest economic growth rates in ASEAN (maintaining 7% per year in recent years). Regarding foreign affairs, Laos has established diplomatic ties with 140 countries and over 130 political parties in the world and actively participated in building the peace, stability and cooperation in Asia-Pacific. The above great achievements are a testament to the correct and wise leadership of the LPRP, a revolutionary party that is always steadfast in all difficulties and has constantly fought for the peace, national independence, democracy and social progress in the world.

Vietnam and Laos are the two close neighbours with long-standing friendship and mutual assistance. The Communist Party of Vietnam and LPRP are close and faithful comrades who have stood together during the struggles for national independence in the past and the cause of national construction and defence in both countries today. Through their historical ups and downs and challenges of the time, the great friendship, special solidarity and comprehensive cooperation between the two Parties, States and people have been continuously enhanced and raised to new development levels. It is an invaluable asset that has been cultivated by blood, great sacrifices and the pride of the people from the two nations.

In the context of unpredictable changes in the region and the world, including the negative impacts of the COVID-19 pandemic, Vietnam and Laos have continued to consolidate and develop their great friendship, special solidarity and comprehensive cooperation in a deeper, practical and effective manner across all fields, including politics, economy, trade, culture, education, security and defence. The two nations have also actively enhanced their information exchange as well as coordinate closely and support each other at regional and international forums. Vietnam and Laos will continue to boost cooperation with ASEAN members to join hands in building a united, strong and proactive ASEAN Community.

With joy and excitement in celebrating the great festival of the “Land of a Million Elephants”, Vietnamese Party, State and people firmly believe that under its indigenous leadership, the LPRP’s 11th Congress will be successful. The Congress will continue to propose the new Resolution that will help the country gain greater achievements, strengthen the great national unity bloc, ensure political stability, implement the Doi Moi (renewal) cause in a deeper manner and continue to bring the country forward under the socialist goal. Consistently, Vietnamese Party, State and people will do their best together with the Party, State and people of Laos to preserve and nurture the great friendship, special solidarity and comprehensive cooperation between the two countries, for the interests of people from all nations as well as the peace, stability, cooperation and development in the region and the world.
