Ensuring the best conditions for a successful national election

Tomorrow, May 23, voters across the country will go to the polls to elect deputies to the 15th National Assembly (NA) and People's Councils at all levels for the 2021-2026 term.

These days, on every street and alley across the country, many exciting activities are taking place to welcome the great national festival. Particularly in some mountainous, remote, border and island localities, thousands of voters have been eager to vote early, with the voting taking place in a democratic manner, in accordance with the law and with security absolutely guaranteed.

According to the latest statistics, the country has a total of 69,198,594 voters with 84,767 polling stations. Amid the outbreaks of the COVID-19 epidemic, all levels of government, local agencies, medical teams and functional forces have been urgently implementing urgent measures to deal with.

Another priority task is to strengthen the review, updating and supplementing of the list of voters, while having solutions to ensure all eligible voters have the right to vote. Recently, the National Election Council and the Standing Board of the Vietnam Fatherland Front Central Committee issued documents guiding and directing the organisation of early election voting, as well as aiming to increase the density of information and propaganda on the national election, strengthening health assurance, and regularly supervising and inspecting election preparations and other assurance works.

The guiding spirit throughout from central to local levels is to prepare well for election day. The relevant authorities and agencies, according to their responsibilities, should continue to carefully review plans to ensure security and order for the election, while conducting regular briefings and closely coordinating with election protection forces. The set requirement for synergised and coordinated forces and units is to be highly concentrated, absolutely not subjective, lethargic or lacking vigilance, as well as promptly handling unusual situations and solving problems which may arise.

Information and communications work is to be carried out smoothly, promptly and accurately, while rehearsals of election organisation in the context of the complicated developments of COVID-19 should continue to be organised thoroughly, as well as being ready to handle situations arising regarding natural disasters, storms, floods and social security in order to ensure the best conditions for a successful and safe election.

Election Committees at all levels shall implement a timely reporting regime, especially reporting to the National Election Council on issues arising and obstacles and difficulties in the preparation process, especially in election locations or constituencies in areas subject to social distancing orders, concentrated isolation camps or medical blockade areas. In case of unexpected situations such as rainstorms or flooding, it is necessary to have a backup plan for auxiliary ballot boxes and mobile ballot boxes.

The National Election Council will arrange a permanent section at the National Assembly House in Hanoi to monitor the election, while at the same time setting up a hotline to promptly receive reports and feedback from localities.

In order for the election to be successful, it is recommended that all-level authorities, branches and mass organisations, especially those in charge of the election throughout the country, concentrate highly, with a high sense of responsibility, to review the final preparations, while paying attention to promoting communications so that each voter directly can hold their ballots and choose their representative delegates for the National Assembly and People's Councils at all levels.

Under the leadership of the Communist Party of Vietnam, with the close coordination among agencies in the State apparatus, the Vietnam Fatherland Front and mass organisations, along with the support and supervision of the people, we believe that National Assembly deputies and People's Council deputies at all levels will continue to promote the great achievements over the years, always embodying the great unity of the whole nation, worthy of the highest representative body of the Vietnamese people in both the central and local governments, striving towards the goal of a rich people, a strong country, and a democratic, equitable and civilised society.

With thoughtful and thorough preparations, mobilising all forces to be ready at the highest level, and above all with the high sense of responsibility of the whole society, voters and people nationwide, national election day on May 23 – the national great festival of the whole Vietnamese people – is sure to be successful.
