IT application yields significant results
According to Deputy Auditor General Bui Quoc Dung, the application of high technology, particularly information technology, has become a key driver in enhancing the capacity, effectiveness, and efficiency of the SAV.
One major milestone was the establishment of the Information Technology Department under the SAV. Officially operational since June 1, 2024, this department plays a strategic role in concentrating resources, professionalising information technology operations, and accelerating digital transformation and the development of digital auditing to meet new demand.
To ensure information technology is applied in a systematic, unified, and strategically guided manner, the SAV has focused on promptly developing and issuing a comprehensive system of legal documents, programmes, projects, and information technology management regulations.
A highlight was the issuance of the information technology Development Strategy and Master Architecture for the 2019–2025 period, with a vision to 2030. This strategy outlines the direction for the development and application of information technology across the audit sector. At the same time, the adoption of unified data architecture for the SAV has laid the groundwork for a centralised and integrated database system, ensuring data integrity and shareability.
Recognising infrastructure as the foundation, the SAV has invested in developing a modern and synchronised information technology infrastructure. Currently, two data centres are in operation, effectively supporting the deployment of applications, network services, and the leadership and professional activities of the agency.
To date, 13 management and administrative software systems have been developed and deployed, significantly transforming SAV’s internal governance model. In parallel, 14 audit-support applications have been built and adopted, contributing to improved audit oversight and management while directly supporting auditors in their fieldwork.
Enhancing audit capacity through technology
A range of specialised tools has been developed to support auditors in complex areas such as public investment, enterprise auditing, and financial-banking sectors.
The SAV has also pushed ahead with digitising audit records, creating an electronic audit file database that improves the efficiency of storage, management, search, and use—paving the way for building a national audit Big Data system. Moreover, the office has actively promoted the exchange and integration of electronic data with ministries and sectors such as the Ministry of Finance and the State Bank of Viet Nam, following the signing of cooperation agreements.
In recent years, the SAV has prioritised digital transformation as a strategic focus. The Auditor General recently emphasised that the application of artificial intelligence (AI) in auditing is "an urgent task that must be implemented immediately" in order to improve management effectiveness and align with the national digital transformation agenda.
In April, the SAV piloted the application of AI in its audit activities.
Accelerating IT application in new term
The Party Committee of the SAV has identified the continued promotion of IT and high-tech applications as a strategic, long-term task for the 2025–2030 period.
The overarching goal is to “promote IT application across all activities of the State Audit Office, in tandem with administrative reform, ensuring transparency and accountability in audit operations; to develop a smart governance platform, forming the basis for shifting from traditional auditing methods to modern, data-driven approaches; to increase the number of audits conducted at SAV headquarters; and to implement digital auditing in line with the roadmap for building e-Government, a digital economy, and a digital society in Viet Nam, enabling the SAV to effectively respond to the Fourth Industrial Revolution and actively contribute to the development of the digital economy.”

To realise these objectives, the SAV will follow the implementation roadmap of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. At the same time, it will continue to effectively implement the IT development strategy and master architecture for the 2025–2030 period. The focus will be on modernising its infrastructure, promoting digital transformation, and applying AI in state governance, internal management, and auditing operations.
In particular, the SAV will prioritise breakthrough efforts in applying advanced technology and modern IT to gradually increase the number of audits conducted remotely at its headquarters, thus reducing the time spent auditing directly at entities.
Looking ahead, the SAV is confident it will continue to achieve even greater success in integrating high technology, especially information technology, into every aspect of its operations, making a meaningful contribution to building a transparent and sustainable national financial system that effectively supports Viet Nam’s development in the digital age.
