Petroleum Law No. 10/2026/QH16 was passed by the 16th National Assembly on August 23, 2026, at its first extraordinary session, and will take effect on March 1, 2027.
To ensure the timely, synchronous, consistent, effective and efficient implementation of the Petroleum Law, the prime minister issued the plan to implement the law. The plan aims to raise awareness and responsibility among all levels, sectors, localities, petroleum contractors, organisations, and individuals in implementing the Petroleum Law.
It also identifies specific tasks, deadlines, completion schedules, and the responsibilities of relevant agencies and organisations in organising the implementation of the Petroleum Law and ensuring that it is carried out in a timely, consistent, and effective manner.
The plan also defines the responsibilities of, and coordination mechanisms among, ministries, ministerial-level agencies, and localities in carrying out activities to implement the Petroleum Law nationwide.
Under the plan, the Ministry of Industry and Trade will take the lead and coordinate with the Viet Nam National Industry-Energy Group, ministries, sectors, localities, agencies, and relevant organisations in developing and compiling materials introducing the basic content and new points of the Petroleum Law. It will also coordinate with the Ministry of Justice to publish these materials on the National Legal Education and Dissemination Portal.
The ministry will organise conferences to disseminate, explain, and provide training on the Petroleum Law for ministries, sectors, localities, agencies, organisations, and relevant petroleum contractors, especially cadres and civil servants assigned to perform state management tasks related to basic petroleum surveys and petroleum activities.
These tasks are scheduled to be carried out in the fourth quarter of 2026 and throughout 2027.
