The event was attended by Politburo Member Bui Thi Minh Hoai, Secretary of the Party Central Committee, Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organisations, President of the Viet Nam Fatherland Front Central Committee, and Vice Chairwoman of the Central Council for Emulation and Commendation.
A report reviewing the implementation of the 2025 emulation pact showed that over the past year, centrally governed cities had effectively carried out organisational restructuring in line with central directives; successfully organised Patriotic Emulation Congresses for the 2025–2030 period, Party congresses at all levels, and municipal Party congresses for the same term; actively contributed to celebrations marking the 80th anniversary of the August Revolution and National Day (September 2); and mobilised resources for economic development, targeting GRDP growth of over 8% in 2026, with a view to achieving double-digit growth between 2026 and 2030.
Commendation work has seen clear improvements, with closer adherence to prescribed standards, beneficiaries, and procedures; appraisal quality has improved; and the range of beneficiaries has been further expanded.
Notable examples include Ha Noi, which issued a range of resolutions, regulations, and plans linked to major national political events. Ho Chi Minh City promulgated regulations on the naming, eligibility, and criteria for awarding commemorative medals, and launched emulation movements aligned with practical conditions.
Da Nang focused on implementing central directives, launching thematic emulation campaigns and reviewing documents following administrative restructuring. Hai Phong and Can Tho prioritised emulation movements with links to socio-economic development, innovation, and digital transformation.
A key highlight is that emulation and commendation activities have been closely aligned with the performance of political tasks, targeting bottlenecks, difficult tasks, and key complex areas. Ceremonies to honour award recipients were conducted in a formal manner, particularly the timely recognition of outstanding and frontline workers, helping to motivate and encourage strong performance in assigned tasks.
At the conference, participants discussed, shared experiences, and proposed solutions to further promote emulation movements within the cluster, thereby contributing to the fulfilment and overachievement of socio-economic and defence and security targets of the six cities in 2026.
On this occasion, leaders of the six centrally governed cities signed the 2026 emulation pact, demonstrating strong determination to achieve socio-economic development goals in the coming period. Ho Chi Minh City was designated as cluster head, while Da Nang will serve as deputy cluster head in 2026.
