This is Vilay Lakhamfong’s first official visit to Viet Nam in his capacity as Standing Member of the Secretariat of the LPRP Central Committee. The visit reaffirms the profound and enduring bonds between Viet Nam and Laos, as well as the two countries’ determination to further deepen their relationship of great friendship, special solidarity, comprehensive cooperation and strategic cohesion.

The visit also underscores the vital role of the special relationship between the CPV and the LPRP in overall bilateral ties. This relationship has been forged through numerous hardships and challenges and nurtured by the dedication and efforts of generations of leaders and people of both countries. Party diplomacy plays a strategic guiding role, laying the foundation for political trust and steering cooperation across various fields.

Taking place as Viet Nam and Laos enter a new stage of development with fresh goals and visions, the visit demonstrates the determination of the two Parties’ leaders to make the special Viet Nam–Laos relationship increasingly effective and sustainable, ensuring that it remains a precious shared asset of both nations while contributing to peace, stability, cooperation and development in the region and the wider world.

The special, pure, faithful and steadfast solidarity between Viet Nam and Laos has been forged through the two nations’ arduous yet heroic revolutionary struggles, during which they stood shoulder to shoulder in overcoming difficulties. As both countries pursue development and deeper international integration, their great friendship, special solidarity, comprehensive cooperation, and strategic cohesion continue to grow stronger.

Viet Nam has consistently attached great importance to and given top priority to its relations with Laos, standing alongside and supporting the country on its development path. Viet Nam is determined to work with Laos to preserve and nurture this special solidarity, including by strengthening political trust and fostering close coordination between the two countries’ senior leaders.

Viet Nam–Laos relations have become increasingly substantive and profound, with the concept of “strategic cohesion” gradually being translated into concrete cooperation across numerous fields.

Viet Nam has reaffirmed its strong and comprehensive support for Laos’ cause of renewal, national defence and development, as well as its commitment to assisting Laos in successfully implementing the Resolution of the 12th National Congress of the LPRP and its 10th Five-Year Socio-Economic Development Plan.

The two sides have closely coordinated efforts to effectively implement the outcomes of the high-level meeting between their two Political Bureaus, the summit of leaders of the three Parties of Viet Nam, Laos and Cambodia, and the 48th meeting of the Viet Nam–Laos Intergovernmental Committee, along with joint statements, agreements, and commitments reached during visits by senior leaders of both countries.

Exchanges of delegations at all levels take place regularly, while strategic trust between the two Parties and States remains high.

In particular, relations between the two Parties serve as the political foundation and a key guiding factor in bilateral ties.

Building on their high level of political trust, the two Parties have continuously renewed the content and methods of their cooperation, strengthened exchanges of theoretical knowledge and practical experience, and directed efforts to translate high-level agreements into tangible results that serve each country’s development and the practical interests of their people.

Defence and security cooperation remains an important pillar of bilateral relations and continues to be implemented comprehensively and substantively.

Economic, trade and investment cooperation has been promoted with a view to strengthening linkages between the two economies, particularly in infrastructure connectivity, transport, energy, telecommunications and logistics.

Viet Nam remains one of the leading foreign investors in Laos, with total registered investment capital of around 7.04 billion USD across roughly 300 projects. Bilateral trade has also recorded positive results.

Progress has been made in cooperation on education and training, human resource development, science and technology, culture, people-to-people exchanges and cooperation between localities, particularly border provinces.

The two countries have also maintained close and effective coordination within ASEAN, the United Nations, and Mekong subregional cooperation mechanisms.

Welcoming the visit by Vilay Lakhamfong and the high-ranking Lao delegation represents a concrete step towards implementing the foreign policy outlined at the 14th National Congress of the CPV and the resolutions of its Political Bureau.

Inheriting, preserving and nurturing the Viet Nam–Laos special relationship is a major shared responsibility of both nations, aimed at advancing bilateral ties in the new stage of strategic cohesion and making them increasingly profound and effective.

The year 2027 will mark significant milestones in bilateral relations, with the 65th anniversary of the establishment of diplomatic relations between Viet Nam and Laos and the 50th anniversary of the signing of the Viet Nam–Laos Treaty of Amity and Cooperation.

Against this backdrop, Vilay Lakhamfong’s visit to Viet Nam provides an important opportunity for the two countries to exchange views on strategic orientations and measures to elevate their relations to new heights in the years ahead.
