The reception of the Lao National Assembly President on his official visit to Viet Nam represents a concrete step in implementing the foreign policy adopted at the 14th National Party Congress and the Politburo’s resolutions, while further translating into action the shared understanding reached by the senior leaders of the two Parties and countries on strengthening “strategic cohesion” in the new development phase.
Marking another important milestone in the history of Viet Nam-Laos cooperation and friendship, the visit also demonstrates the determination to strengthen the close and trusting ties between the senior leadership and the legislatures of the two countries in the new term, while promoting the role of parliamentary diplomacy in advancing the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between Viet Nam and Laos.
Relations between Viet Nam and Laos, close neighbouring countries, have been tempered through countless severe challenges. The two nations stood shoulder to shoulder in their arduous yet glorious struggles for national independence, as well as in the cause of building, defending and developing their respective countries. Forged through the sweat, dedication and blood of generations of revolutionary soldiers, and continuously nurtured by successive generations of leaders and people of both countries, these ties have become a precious common asset and a special relationship rarely seen in international relations.
As the two countries enter a new era of development, Viet Nam-Laos relations are being further consolidated and deepened, with an increasingly practical focus. In December 2025, the two countries elevated their ties to a new level, defined by great friendship, special solidarity, comprehensive cooperation and strategic cohesion. The addition of the concept of “strategic cohesion” affirms their shared vision, intertwined strategic interests and commitment to long-term partnership and close engagement towards sustainable development, self-reliance and shared prosperity for both nations. Viet Nam has consistently extended strong and comprehensive support to the revolutionary cause, renewal, and the nation-building and development efforts of fraternal Laos.
This concept has been translated into concrete cooperation across various fields. Political and diplomatic relations have continued to be strengthened through regular visits, meetings and exchanges between senior leaders in flexible and innovative formats. The two sides have coordinated in implementing high-level agreements and the outcomes of the 48th meeting of the Viet Nam-Laos Intergovernmental Committee, at which they agreed on cooperation orientations for 2026-2030 and the cooperation plan for 2026. Joint statements, high-level agreements and cooperation plans between the two Parties and countries have been implemented seriously and with a clear focus.
Cooperation between the two National Assemblies has consistently received attention and been nurtured by successive generations of parliamentary leaders. Building on the rare tradition of special solidarity between Viet Nam and Laos, the two legislative bodies continue to uphold their tradition of close and effective cooperation, making positive contributions to further deepening the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between the two Parties, the two States and the peoples of both countries.
