The event, jointly organised by the Japan International Cooperation Agency (JICA) in Viet Nam and the Ministry of Finance, brought together Deputy Finance Minister Tran Quoc Phuong, Japanese Ambassador Ito Naoki, alongside representatives from ministries, agencies, and businesses of both countries.
Discussions focused on a new ODA programme loan worth 50 billion yen (320 million USD), designed with streamlined procedures and faster disbursement while ensuring development effectiveness through sound policy design and efficient resource mobilisation.
Speaking at the workshop, Ambassador Ito Naoki underscored Japan’s strong commitment to supporting Viet Nam in fulfilling its Nationally Determined Contributions (NDCs), advancing green growth, and enhancing disaster response capacity amid intensifying climate change. He described the initiative as a model for “ODA in a new era”.
Beyond financial support, the programme is expected to promote the application of advanced Japanese technologies, including artificial intelligence and satellite observation data, to meet Viet Nam’s needs in sustainable development and disaster prevention, while fostering innovation — an emerging pillar of bilateral cooperation.
Viet Nam remains among the countries most vulnerable to climate change, facing increasingly severe storms and floods that have caused significant socio-economic damage in recent years.
Deputy Minister Tran Quoc Phuong noted that financing needs for green growth are substantial, with an estimated 68.75 billion USD required by 2030 to meet emissions reduction commitments. Of this, domestic resources are expected to cover 36%, with the remainder reliant on international support.
The loan, expected to be signed in March 2026, represents a concrete step in advancing bilateral commitments on next-generation ODA, prioritising green transition and climate adaptation.
JICA Viet Nam Chief Representative Kobayashi Yosuke said the programme could be disbursed within 2026, highlighting its rapid preparation timeline and strategic approach in linking Japanese technology firms with Vietnamese partners to enhance public–private cooperation.
