Vietnam Coast Guard reforms and improves training quality

Comprehensive, synchronous, focused and key innovation. Taking innovation in content, programmes, organisation, and training methods as a breakthrough; improving the quality of staff training as the key is an important task of the Vietnam Coast Guard to meet the requirements and tasks in the new situation.

In the new situation, the task of the Coast Guard to protect national sovereignty, sovereign rights, and jurisdiction at sea faces many difficulties and challenges in the face of unpredictable developments. In particular, transnational crime, organised crime, and drug crime are becoming more complicated; traditional and non-traditional security threats are increasing; the situation of fishing vessels violating foreign waters to illegally exploit seafood has not ended; weather, hydrometeorology are increasingly extreme and unpredictable due to the impact of climate change.

Vietnam Coast Guard units mostly operate in a dispersed manner due to mission requirements; high frequency of boat operations at sea, difficult and harsh environment...

Continuous innovation and breakthroughs in training

Thoroughly grasping Resolution No.1659-NQ/QUTW dated December 20, 2022 of the Central Military Commission and Resolution No.800-NQ/DUCSB dated March 27, 2023 of the Party Committee of the Vietnam Coast Guard on improving the quality of training in the 2023-2030 period and the following years, Party committees and commanders at all levels in the Coast Guard force have determined that they must focus on innovation and improving the quality of training.

With the motto “Basic, practical, solid”, the Coast Guard agencies and units take protecting sovereignty, enforcing the law and building a disciplined, elite and modern Vietnam Coast Guard as the goal and requirement throughout the training process of the entire force.

Every year, the organisation thoroughly grasps and comprehensively implements the contents of the Coast Guard Commander’s training order and instructions from the sectors; trains correctly and fully with the content, programme and time according to the plan; effectively implements breakthrough contents in training; the content “Passing on experience, superiors teaching subordinates, commanders teaching units in training” in 2023, the content “Strictly implementing training rules and regulations” in 2024; the content "Improving the quality of discipline management, training regulations, good physical fitness" in 2025, and the number of troops participating in training always reached more than 98.5%.

The results of the specialised examinations were 100% satisfactory, of which 75-80% were good and excellent; 100% of the officers were trained according to the hierarchy, of which 90% of the officers at the squadron, fleet level and equivalent, 70% of the officers at the ship, sector, team level and equivalent or higher were good and excellent.

Major General Le Dinh Cuong, Deputy Commander, Chief of Staff of the Vietnam Coast Guard, said that in order to successfully complete the task, the Vietnam Coast Guard Command has directed the Party committees, agencies and units to attach importance to the work of preparing for full and thorough training in terms of human resources, facilities, training grounds and training grounds.

At the same time, the force has focused on innovating and improving the quality of training in the direction of “comprehensive, synchronous, focused and key innovation. Taking innovation in content, training program and method organisation as a breakthrough; improving the quality of training of officers as the key”; adhering to the motto “Fundamental, practical, solid”, thoroughly grasping the 3 viewpoints, 8 principles and 6 combinations.

Building regularity, professionalism, modernity

Leaders and commanders of units have focused on improving the quality of regularity building, management and discipline training. Closely combining training with implementing regularity, discipline training, building a strong and comprehensive unit “Exemplary, typical”.

Officers and soldiers have strong political will, high determination, scientific working style and methods; firmly grasp and effectively apply the contents of the Team Regulations, the Troop Management Regulations, the Ship Regulations, especially documents guiding the implementation of regularity, compliance with Army discipline, and State laws in the training process and work at the unit.

Commanders at all levels regularly innovate in organisation and inspection methods; timely draw lessons, find shortcomings and defects in training work.

At the same time, take training results as the basic criteria to evaluate the results of completing tasks of the Party Committee and commander. Agencies and units manage and effectively use the funding sources at higher levels, combined with promoting internal resources, ensuring all aspects of training services; allocate training budgets in accordance with principles, publicly and democratically.

Colonel Tran Xuan Luong, Deputy Chief of Staff of the Vietnam Coast Guard Training, said that the entire force focused on investing in building and consolidating classrooms, training grounds, and training grounds; actively researching and proposing many initiatives and improving training tool models; increasing the application of information technology in training and exercises; many units had initiatives to improve training equipment that was durable, beautiful, and highly applicable; building training grounds, training grounds, and classrooms to meet training mission requirements.

The system of signs and boards was complete and in accordance with regulations; the barracks were spacious, the working and sleeping places were neat and clean; the military etiquette and manners were serious and in accordance with regulations; continued to apply information technology, supplemented training content and programs for the ship force and professional forces directly performing tasks at sea; focused on training content suitable for high-tech warfare conditions and non-traditional security challenges; grasp the plots, tricks, methods of combat, activities of hostile subjects, law violators and flexibly handle situations at sea.

According to the report on the results of implementing the task of preventing and combating IUU fishing from the beginning of 2020 to present, the situation of fishing vessels violating foreign waters to illegally exploit seafood has decreased significantly over the years, however, many sophisticated tricks have appeared (erasing license plates, carrying fake license plates, turning off AIS, removing, sending or disabling VuMS devices...) to avoid the control of functional forces.

Accordingly, the Vietnam Coast Guard has actively coordinated with functional forces and local authorities to synchronously carry out investigation measures, grasp the situation, strictly manage assigned sea areas, promptly detect and prevent fishing vessels from crossing the border to operate in foreign waters. Effectively carry out propaganda, dissemination and education of law; flexibly change the methods and forms of propaganda from fishing ports, docks, in the field, especially for fishing boat owners at high risk of violations.

The Party Committee and the Command of the Vietnam Coast Guard are determined to improve the quality of training, contributing to improving the overall quality, level, combat readiness, and law enforcement; building a professional and modern Vietnam Coast Guard force, firmly protecting the sovereignty, sovereign rights, and national jurisdiction in the seas and continental shelf of the Fatherland.
