Awakening sense of responsibility and dedication among scientists

At the recently held meeting of the Central Steering Committee on Science, Technology Development and Innovation, General Secretary and President To Lam proposed a separate mechanism suitable for social sciences and humanities; aiming towards 2045, building a social sciences and humanities foundation capable of providing arguments for modern national governance and national development in the new era.

Given the close attention the Central Committee is paying to this field, many opinions suggest that scientists need to further uphold the spirit of service to the Party, the State, and the people.

From this perspective, it is essential that Party committees and organisations at research institutes and universities clearly demonstrate their leading and guiding role, directly inspiring the dedication and commitment of cadres and scientists through practical solutions and actions.

In recent times, the Standing Committee of the Party Committee of the Viet Nam Academy of Social Sciences has deeply recognised that the Institute’s transition from a government-affiliated unit to a public service unit of the Communist Party of Viet Nam Central Committee is a favourable condition for the institution to research new and important national issues in accordance with strategic orientations and national development planning. This is also an opportunity for the Institute to directly contribute to the protection of the Party's ideological foundation.

Based on this, the Standing Committee of the Party Committee of the Viet Nam Academy of Social Sciences has focused on improving the quality of political and ideological activities throughout the Party organisation, linking the study and understanding of Party resolutions with the specific characteristics of the academic research environment; at the same time, continue to strengthen the Party organisation and develop Party members among scientists, especially young and talented researchers.

According to Le Van Loi, Member of the Party Central Committee, Secretary of the Party Committee, and President of the Viet Nam Academy of Social Sciences: In the new situation, social scientists must possess both strong political acumen and profound professional expertise.

The Standing Committee of the Party Committee of the Viet Nam Academy of Social Sciences is researching and developing a mechanism for rotating scientists to gain practical experience in localities, linking research with people’s lives, and promptly detecting and correcting manifestations of ideological decline and deviation, blind adherence to foreign ideas, individualism, and detachment from theory and practice.

Analysing from the perspective of teaching and scientific research, Hoang Anh Tuan, Deputy Secretary of the Party Committee and Rector of the University of Social Sciences and Humanities, Viet Nam National University, Ha Noi, observed: The directives of the General Secretary and President on higher education and basic sciences require an academic environment with cultural depth, capable of spreading humanistic values, patriotism, and civic responsibility to faculty, staff, and students.

In response to this requirement, the university’s Party Committee is coordinating with the Board of Directors to innovate political and ideological education, fostering a desire for contribution, a spirit of scientific critique, a sense of social responsibility, and cultural fortitude among the young Vietnamese intellectual generation. This work is integrated and supplemented into various learning contents, extracurricular activities, and scientific activities in a more practical and accessible way, combining traditional methods with modern technology, emphasising academic excellence alongside social responsibility.

Regarding the proposal for a special financial mechanism for social sciences and humanities, Hoang Anh Tuan stated: The university needs support from the State in establishing a separate financial mechanism for some special fields such as Sino-Vietnamese Studies, Archaeology, Ethnology, and Religious Studies – which are essential for the country but cannot be financially self-sufficient if they only rely on tuition fees.

The university’s Party Committee directs the Board of Directors to proactively diversify revenue sources according to the orientation of expanding revenue from science, technology, innovation, and knowledge transfer. This approach will contribute to increasing the income of staff and lecturers, while also encouraging scientists to change their mindset, actively transform initiatives into practical value, serve theory, advise on improving the institutional framework and development model of Viet Nam, and make strategic forecasts.
