Building robust national security foundation for all situations

Prime Minister Le Minh Hung has signed Decision No.1125/QD-TTg, dated June 23, 2026, approving the Scheme on “Communication for the prevention of and response to non-traditional security threats until 2030, with a vision to 2045.”

The overarching objective of the scheme is to bring about a fundamental shift in awareness, responsibility and action among all levels of government, ministries, sectors, the armed forces, the business community and the public in preventing, detecting at an early stage and responding to non-traditional security threats.

It also aims to strengthen the nation's capacity for communication, forecasting, early warning and emergency response, thereby safeguarding national security, maintaining social order and safety, and supporting the country's rapid and sustainable development.

To enhance awareness and accountability across the political system, the scheme targets that by 2030, 100% of key leaders and managers at all levels will have been fully briefed on the Party's guidelines, State policies and laws, and the National Strategy for the Prevention of and Response to Non-Traditional Security Threats. It also aims for 100% of ministries, sectors, local authorities and armed forces units to incorporate communications and awareness-raising activities on non-traditional security into their annual work programmes and plans.

With regard to improving public awareness and preparedness, the scheme sets the goal of ensuring that 100% of educational institutions implement appropriate communication and educational activities on preventing and responding to non-traditional security threats. Ministries, sectors and local authorities will organise regular and thematic communication campaigns each year, tailored to specific target groups, geographical areas and sectors under their management.

To strengthen communication capacity and the management of communication crises, the scheme aims for 100% of ministries, sectors and localities to establish designated focal points and coordination mechanisms for communication on issues relating to non-traditional security. Annual nationwide, sectoral and local communication campaigns will focus on emerging non-traditional security risks and challenges, while progressively enhancing the capacity to combat fake news, misinformation and communication crises.

Regarding the development of a nationwide movement encouraging public participation in preventing and responding to non-traditional security threats, the scheme sets a target for every province and centrally governed city to establish and maintain at least one pilot model for communication and capacity-building in this field. Effective models will then be gradually replicated across local communities, educational institutions, businesses and other key areas.

The scheme sets a target that looking ahead to 2045, a safe and highly resilient society will be established, in which public communication on non-traditional security has become a regular activity supported by a modern communications ecosystem. Citizens will possess the knowledge and skills to protect themselves proactively, while the political system and specialised agencies will have the capacity to forecast, issue early warnings, manage communication crises and respond comprehensively to all forms of non-traditional security threats.

To achieve these objectives, the scheme sets out 8 groups of tasks and solutions, detailing specific measures for each implementation phase and clearly defining the responsibilities of relevant agencies. Together, these measures are intended to help build a proactive and resilient national security framework capable of responding effectively under all circumstances.
