Commitments reflected in action programmes

Candidates running for seats in the National Assembly and People’s Councils at all levels in Ha Noi for the 2026–2031 term have been meeting voters and conducting election campaigns. The meetings also serve as a forum for citizens to exercise their democratic rights, expressing their trust and expectations toward those who may represent their will and aspirations.

In their action programmes, candidates for the National Assembly and People’s Councils at all levels in Ha Noi for the 2026–2031 term have all affirmed their commitment to maintaining close contact with voters, remaining accountable to their supervision, and regularly engaging with them to better understand their concerns and aspirations. They also pledge to collect and faithfully convey voters’ opinions and recommendations to the National Assembly and relevant agencies, thereby contributing to the development of the capital and the country.

Candidates highlighted a strong sense of responsibility and their commitment to grassroots engagement. Their action programmes focus on practical issues such as improving the effectiveness and efficiency of state management; accelerating administrative reform; strengthening oversight of policy and legal implementation; developing urban infrastructure; ensuring social security; improving people’s livelihoods; and building e-government and smart cities.

They also emphasised the effective implementation of the two-tier local government model and major strategic resolutions issued by the Party Central Committee, along with priorities such as land management, public investment, public asset management, administrative reform and digital transformation; anti-corruption, wastefulness and misconduct prevention; national defence, security and foreign affairs; and the preservation of the thousand-year cultural heritage of Thang Long–Ha Noi in tandem with the development of cultural industries.

Running as a candidate for the Ha Noi People’s Council, Do Anh Tuan, Chairman of the Inspection Commission of the Ha Noi Municipal Party Committee, said that with his experience in supervision, questioning sessions and decision-making on important city matters, if entrusted again by voters he will continue to uphold the role and responsibilities of an elected representative. He pledged to maintain close ties with voters, listen attentively and faithfully reflect the legitimate concerns and aspirations of the people to the People’s Council and relevant agencies. He emphasised the guiding principle of “dedication, responsibility, and matching words with actions,” contributing to the building of a government that is integrity-driven, disciplined and action-oriented.

Vu Ngoc Anh, Deputy Head of the Economic and Budget Committee of the 16th Ha Noi People’s Council, affirmed that with his experience in the economic and budgetary fields, he is committed to proposing solutions to enhance the efficiency of resource use, strengthening oversight of public investment and promoting urban economic development while ensuring social security.

In his action programme as a candidate for the 16th National Assembly, Nguyen Duy Ngoc, Politburo member and Secretary of the Ha Noi Party Committee, stated: “For matters of national importance and people’s livelihoods, I will study and propose to the National Assembly and relevant agencies further improvements to institutions; breakthroughs in synchronously and modernly developing infrastructure and high-quality human resources; making science and technology, innovation and digital transformation truly central drivers of rapid and sustainable national development; closely linking economic growth with social progress, social equity and environmental protection; and enhancing people’s access to essential services such as healthcare, education, culture and grassroots information, thereby continually improving both the material and spiritual lives of the people.”

At meetings, voters generally assessed that the action programmes had been carefully prepared, demonstrating a strong sense of responsibility to voters and the public, and closely aligning with the functions and duties of National Assembly deputies and People’s Council representatives. They expressed their hope that once elected, the candidates would faithfully implement the commitments outlined in their programmes, strengthen engagement and dialogue with citizens, and promptly address or recommend solutions to issues arising in practice.

Ngo Thanh Tien, a resident of Hoang Hanh residential are in Duong Noi Ward, expressed confidence and expectation that elected representatives would serve as a bridge between the people and the authorities, remaining close to the public and truthfully conveying their legitimate concerns and aspirations. Voters also suggested that once elected, representatives should maintain close contact with grassroots realities and promptly resolve obstacles, ensuring that policies are shaped by real-life needs and directed toward the practical interests of the people.

“We hope that the action programmes will soon be translated into concrete actions, just as the candidates pledged during the campaign,” said Pham Thi Lan, a resident in Dong Da Ward.
