Preparation is underway
In Hung Son border commune, Da Nang city, after the recent floods and landslides, in addition to addressing the consequences of the natural disaster to ensure smooth and convenient travel for the people, the local government has begun decorating with banners and slogans celebrating the Party and the Lunar New Year, and especially preparing for the nationwide election of representatives to the National Assembly and People’s Councils at all levels for the 2026-2031 term.
According to the report of the Hung Son Commune Election Committee, after the first consultation meeting on December 9, 2025, the number of candidates nominated for the Hung Son Commune People’s Council, 2026-2031 tenure, is 18. Currently, the commune has 24 villages divided into 6 electoral units in 18 polling areas, corresponding to 18 polling stations. The polling areas are arranged based on the actual conditions of the mountainous area, including the merging of some suitable villages to ensure convenience for voters; strictly adhering to the regulations of the Law on Election of National Assembly Deputies and People’s Council Deputies.
Alang Parai, from Arang village, Hung Son commune, said that she and the villagers regularly receive information and notifications about the election of National Assembly Deputies and People’s Council Deputies at all levels. Furthermore, at village meetings, along with the village Party Secretary and the village head, border guards from the Tr’hy Border Guard Post also participated in disseminating information to ensure the people understood the voting date and their civic duty.
According to Nguyen An, Secretary of the Hung Son Commune Party Committee, Hung Son commune is located in electoral unit number 21, along with A Vuong and Tay Giang communes. As a border area, Hung Son commune determined that thorough preparation was essential to ensure the election day was conducted properly. Some villages are located in areas with poor signal coverage.
To ensure people have access to information, the local authorities mobilised border guards, police, and commune military personnel to go to each village to disseminate information. Simultaneously, through village elders and influential people in the villages, they regularly reminded residents to arrange their schedules to vote on the designated day.
“Given the unique characteristics of the mountainous region, which faces significant difficulties in all aspects, the local authorities are prepared to assign healthy officials to travel directly between villages to ensure smooth communication before, during, and after the election,” said Nguyen An.
Meanwhile, Tra Leng commune in Da Nang city, located in electoral unit number 14, will elect two representatives to the City People's Council; the locality has seven villages organised into five electoral units.
Chairman of the People’s Committee of Tra Leng commune, Chau Minh Nghia, stated that the commune currently has three villages classified as “three Nos”—no roads, no electricity, and no telephone signal—with 394 households. To ensure voters are well-informed about their rights and obligations, the commune has established working groups to go directly to the villages to disseminate information. Due to difficulties with transportation and communication systems, the local authorities equipped village heads with walkie-talkies and implemented a continuous “communication relay” system to ensure all residents were informed.

During the election period, given the mountainous terrain and the risk of heavy rain, Tra Leng devised a plan to use supplementary ballot boxes and selected police officers, military personnel, and commune election committee officials to transport them to the villages for voters to cast their ballots.
“From now until the election day, based on the prepared plans and based on the actual situation, the locality will continue to make adjustments as appropriate, while still ensuring compliance with the Election Law and the directives of the Da Nang City Election Committee. The commune will also focus on organising training courses and in-depth professional development for members participating in election work. In particular, we will prepare polling stations to be safe, thorough, and decorated in a way that is appropriate to the culture of ethnic minorities in the highlands,” Chau Minh Nghia shared.
Towards the National Election Day
According to Resolution No. 85/NQ-HĐBCQG dated December 15, 2025, of the National Election Council on the number of electoral units, the list of electoral units, and the number of National Assembly deputies to be elected in each electoral unit of provinces and cities for the 2026-2031 term, Da Nang has 5 electoral units for the 16th National Assembly, with no more than 3 deputies elected in each unit. The total number of National Assembly deputies to be elected is 14. In addition, Da Nang has 23 electoral units for the 11th City People’s Council, with no more than 5 deputies elected in each unit. The total number of City People’s Council deputies to be elected is 76.
Based on the regulations of the Law on Election of National Assembly Deputies and People’s Council Deputies, the voter list will be posted no later than 40 days before the election day (February 3, 2026). However, according to preliminary statistics, Da Nang city has over 2.1 million voters. Voter data will continue to be updated and posted no later than February 3, 2026, and will be further adjusted and updated before the election day as stipulated.

According to Tran Thi Kim Hoa, Director of the Department of Internal Affairs of Da Nang city, the tasks related to the election have been proactively implemented by the localities, ensuring timely progress. The mountainous areas of the city still have many localities facing socio-economic difficulties and infrastructure problems; some villages lack roads, electricity, and telephone coverage.
Therefore, the leaders of Da Nang city have directed and guided the Party committees and local authorities of the communes to strengthen propaganda and information dissemination to the people through appropriate methods, especially direct communication through meetings and gatherings. According to preliminary reports, people in these areas have accessed information about the election and are participating in this nationwide event.
“People are eagerly awaiting the day they can cast their ballots, hoping that in the new term, their lives will be better secured, infrastructure in the area will develop, transportation will be smoother, and electricity and communication will be uninterrupted,” shared Tran Thi Kim Hoa.
