During the arduous years of the resistance war, tens of thousands of Vietnamese volunteer soldiers and experts stood shoulder to shoulder with the Lao revolutionary forces and people, overcoming immense difficulties, fighting bravely, and achieving many glorious victories. Their sacrifices remain shining symbols of revolutionary heroism, courage and pure international solidarity.

Many of them fell on Lao soil at a very young age. Their names, careers, and immense contributions will forever be cherished and remembered with gratitude by the Parties, States, and peoples of both countries.

Before the spirits of the fallen heroes, the armed forces and people of Dien Bien pledged to remain united, uphold the traditions of patriotism, revolutionary spirit, and self-reliance, and strive to successfully fulfil the cause of building and firmly safeguarding the Socialist Republic of Viet Nam.

They also pledged to continue promoting gratitude programmes, improve the material and spiritual well-being of war invalids, sick soldiers, relatives of martyrs, and people who rendered service to the revolution, while working to build an increasingly prosperous Dien Bien, safeguard national border sovereignty, and remain worthy of the heroic tradition of Dien Bien Phu.
