Ha Noi passes key resolutions to implement two-level local government model

On the morning of June 27, the 24th session (extraordinary session) of the Ha Noi People's Council, term XVI (2021–2026), was convened.

At the session, the Council passed resolutions on matters related to the reorganisation of administrative units and the two-tier local government model, such as the delegation of authority in socio-economic areas and the assignment of revenue sources and spending responsibilities.

In his opening remarks, Chairman of the Ha Noi People’s Council Nguyen Ngoc Tuan described this as a very special session, taking place just days before the official implementation of the two-level local government model across the country, including in Ha Noi.

In addition to regular meetings, this marks the fourth extraordinary session since the beginning of the year. On average, the Ha Noi People’s Council has convened a session every 1.5 months to promptly pass important resolutions for socio-economic development—particularly those related to the reorganisation of administrative units and the implementation of the new two-level local government model.

This reflects an urgent, high-quality, and effective working spirit—demonstrating the Council’s proactive and close coordination with the municipal government.

At this extraordinary session, the Council is expected to pass 11 items, focusing on two major groups of issues.

The first group of items involves reviewing and deciding on matters to ensure the timely operation of the two-tier local government model from July 1, 2025.

In recent months, both the capital and the country as a whole have been intensely preparing for the conclusion of district-level government operations and the transition to the two-level model. At this session, the Council will review and pass resolutions on the reallocation of socio-economic responsibilities, revenue sources and expenditure tasks; adjustments to budget estimates and public investment plans; and the authorisation of public asset management and use in the context of the new government model.

These matters are of great importance and urgency to ensure the smooth, efficient functioning of the two-tier local government in the capital, avoiding any disruption to operations that could affect economic growth and ensuring the best service for residents and businesses.

The second group of issues includes reviewing adjustments and additions to the list of land recovery projects, and approving investment policies for two major projects in the fields of transportation and environment: the land recovery, compensation, support, resettlement, and site clearance project for the road connecting Gia Binh Airport to the capital, and the environmental improvement and waste-to-energy incineration project under a public-private partnership (PPP) model in Soc Son District.

In addition, the Council will also consider the final accounts of the 2024 budget and the continued support for the provision of criminal record information through the electronic identification and authentication application (VNeID). These are key agenda items that will allow for the timely implementation of solutions to ensure the capital's economic and social development continues and grows.
