The programme was co-organised by the Ministry of Home Affairs, the Ministry of National Defence, the Ministry of Public Security, Nhan Dan Newspaper, Viet Nam Television, and the Ha Noi People's Committee.
The event was attended by Politburo members: President Luong Cuong; Prime Minister Pham Minh Chinh; Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu; and Secretary of the Party Central Committee and President of the Viet Nam Fatherland Front Central Committee Do Van Chien, along with leaders of the Party, State, central and local agencies.
The event welcomed 250 exemplary delegates, representing millions of people who have rendered great service to the nation.
