With unique cultural features and a spirit of patriotism and revolution, the land and people here have made their names in the history of the nation's revolutionary struggle.
With priority policies from the Party and Government to improve the quality of life of people in border communes, local Party committees and authorities from the province to the district always pay attention and implement many support solutions.
However, the lives of the people and the construction of new rural areas in this particularly difficult area still face many challenges that require greater efforts and cooperation from all levels, sectors, localities, and each person to find effective solutions.
Raising awareness, changing habits
Thuan Commune is nearly 20 km from the centre of Huong Hoa District, featuring 8 villages, with three ethnic groups — Van Kieu, Pa Co, and Kinh — living together, of whom the Van Kieu ethnic group accounts for the majority at more than 71% of the population. Natural disasters often occur in the commune.
The traditional farming practices of the Pa Co and Van Kieu people are still limited in terms of new production methods, cultivation and livestock techniques, so the economic restructuring is slow.
In addition, political security still has the potential for activities of crimes such as theft, drugs, and smuggling. Although the problem of child marriage has improved, it has not been completely resolved. Therefore, the effectiveness of investment under the national target programme has not been as expected, so up to now, Thuan Commune has only achieved 8 of the 19 new rural criteria.
According to the Hoang Van Vung, Standing Deputy Secretary of the Thuan Commune Party Committee, the committee has issued a resolution on socio-economic development in 2024, focusing on implementing the national target programme on building new-style rural, hunger eradication and poverty reduction, while ensuring security and social order, improving the material and spiritual life of the people. The results of the resolution's implementation have recorded many positive marks, with the consensus and determination of the entire political system and the people.
Accordingly, the commune oriented the development of key crops such as cassava and bananas in conjunction with the implementation of programs and projects according to the mechanisms and policies of the province and district.
In 2024, a number of socio-economic development targets and tasks have been achieved and exceeded the set plan, with a total production value of nearly 141 million VND, reaching 114.6% compared to the resolution target; the average total income reached more than 35.6 million VND per year per person, an increase of more than 6.2 million VND per year compared to the same period in 2024.
Through a field survey with commune officials, the appearance of the highland countryside here has changed a lot: spacious schools, car roads to people's houses, sturdy stilt houses. However, environmental issues, especially clean water, still do not have effective solutions.
The desire to have more wells to serve people in the commune; at the same time, attracting investment in processing facilities for typical products such as bananas and cassava and stable and sustainable consumption is still a concern of key officials of Thuan Commune.
Efforts for new goals
Recently, the People's Committee of Thuan Commune organised the announcement of the decision to recognise Thuan Hoa Village as a new-style rural area, and at the same time focused resources and completed the new-style rural area assessment dossier in Thuan 4 Village.
According to the commitment of the Thuan Commune Party Committee to the Standing Committee of the Huong Hoa District Party Committee in 2024, it will strive to achieve four more new-style rural criteria, however, only two criteria can be achieved due to the situation of early marriage still occurring and the number of party members in the militia force has not yet reached the minimum rate of 14% as prescribed.
Overcoming difficulties and striving to implement the new-style rural criteria, the Thuan Commune Party Committee has stepped up the assignment of tasks in charge of guiding and evaluating the implementation of new-style rural criteria in the area.

According to comrade Ho A Dan, Chairman of the Vietnam Fatherland Front Committee of Thuan Commune, new rural areas in difficult border areas like Thuan Commune need to gather the strength of the whole community.
Thanks to the effective implementation of ethnic policies in the area, the Party committee and the commune government have supported and helped people develop the economy, have jobs, increase income, and effectively implement poverty reduction policies.
Promoting the role of the chairman of the Vietnam Fatherland Front Committee, and at the same time a young party member (born in 1987), comrade Ho A , a Van Kieu ethnic, is a typical factor, with creative methods in mobilising people to actively participate in building new-style rural areas and civilised urban areas.
The effectiveness of the movements has contributed to changing the awareness and life of people in remote areas. Many households voluntarily donated land to expand roads, build lighting lines, build rural infrastructure works and cultural institutions in villages.
Identifying key tasks in 2025, aiming to successfully complete socio-economic development goals, creating momentum for successfully organizing party congresses at all levels, Thuan Commune Party Committee strives to meet the four new-style rural criteria.
With the spirit of overcoming difficulties, the determination and consensus of the Party committee, the government and the people, the support of the police force, close coordination with Thuan Border Guard Station, the "All people protecting national security" movement associated with building new-style rural areas has contributed to maintaining national border security sovereignty, ensuring political security and social order and safety in the area. These efforts aim to improve the quality of life of the people of Thuan Commune, bringing a new look to the border area.
