In his inaugural remarks, Trung pledged to continue reform efforts, enhance the effectiveness of State management, and fully perform his duties in accordance with the Constitution and law. He affirmed his commitment to implementing resolutions of the Party Central Committee, the National Assembly, the Government, as well as those of the provincial Party Committee and People’s Council; staying closely connected with grassroots levels; listening to public feedback; and translating collective will into concrete, results-driven action.
Trung was born in 1976 in Nam Dong Hung commune, Hung Yen province. He holds a Bachelor’s degree in Finance–Credit, a Master’s degree in Business and Management, and a high-level political theory qualification.
He previously served as Director of the Dien Bien provincial Department of Finance; Secretary of the Party Committee and Chairman of the People’s Council of Dien Bien Phu city; deputy head of the Organisational Board of the Dien Bien provincial Party Committee; and Deputy Secretary of the Dien Bien provincial Party Committee.
At the same session, provincial People's Council members approved a resolution relieving Le Van Luong of his post as Chairman of the Lai Chau People’s Committee for the 2021–2026 tenure, following his appointment as Deputy Secretary of the Dien Bien provincial Party Committee.
