Party Central Committee Secretariat issues regulations on functions and tasks of grassroots-level Party committees at central-level Party agencies

On behalf of the Party Central Committee Secretariat, Politburo member and Permanent Member of the Secretariat Tran Cam Tu signed and issued Regulation No. 219-QD/TW, dated September 22, 2026, on the functions, tasks and organisational structure of grassroots-level Party committees at central-level Party committees, agencies and public service units.

Under Regulation No. 219-QD/TW, the Party Committee of Central Party Agencies decides on major policies, orientations and important issues within its jurisdiction, and leads through resolutions, directives, regulations, plans and conclusions, as well as through inspection and supervision work, in line with the functions and tasks of each Party committee. It authorises the Party committee's standing board to lead and direct the implementation of certain tasks within the Party committee's jurisdiction, in accordance with the characteristics and circumstances of the Party organisation.

The Party committee's standing board leads and directs the organisation and implementation of tasks and handles affairs between two sessions within the scope of its assigned or delegated authority, and reports to the Party committee on matters handled between its meetings.

The collective leadership and head of an agency or unit concretise and organise the implementation of tasks according to their functions, duties and authority, and take responsibility for their decisions. The Party committee does not perform tasks falling under the management and executive authority of the collective leadership or head of an agency or unit. A single entity must be clearly designated as the lead, with a single focal point assuming responsibility throughout.

The regulation stipulates that the Party committee of a central-level Party agency (committee or agency) is a grassroots-level Party committee under the Party Committee of Central Party Agencies and is subject to the direct and regular leadership and direction of the Party Committee of Central Party Agencies.

The Party committees of central-level Party public service units are grassroots-level Party committees under the Party Committee of Central Party Agencies. They are subject to the Politburo and Party Central Committee Secretariat's leadership and direction regarding political orientations and important work in carrying out the units' political tasks, and are subject to the leadership of the Party Committee of Central Party Agencies as decided by the Politburo.

Regulation No. 219-QD/TW is accompanied by two appendices: Appendix 1 sets out the functions, tasks and organisational structure of grassroots-level Party committees at central-level Party committees and agencies; Appendix 2 sets out the functions, tasks and organisational structure of grassroots-level Party committees at central-level Party public service units.

Regulation No. 219-QD/TW took effect on September 22, 2026, replacing Regulation No. 123-QD/TW dated September 26, 2023, issued by the Party Central Committee Secretariat on the functions, tasks, powers and organisational structure of Party committees directly above grassroots-level Party organisations under the Party Committee of Central Agencies; and Regulation No. 34-QD/TW dated October 14, 2021, issued by the Party Central Committee Secretariat on the functions, tasks and organisational structure of Party committees of central-level public service units.
