New regulation on certificate of origin issuance effective from July 1

Circular No. 40/2025/TT-BCT issued by the Ministry of Industry and Trade, which regulates the issuance of Certificates of Origin (C/O) and the written approval for traders to self-certify the origin of exported goods, will officially come into effect on July 1.

The circular specifies two authorised entities: the Import and Export Department under the Ministry of Industry and Trade, and organisations assigned by the provincial-level People’s Committees. Both groups are responsible for issuing C/O and written approvals, provided they meet all requirements regarding human resources, facilities, fee collection accounts, and digital infrastructure for the electronic certification system, eCoSys.

Implementation principles emphasise unified and comprehensive State management of goods origin, while ensuring the serious fulfilment of international commitments to which Viet Nam is a signatory.

The process for issuing C/O and written approvals will be conducted through the eCoSys system at www.ecosys.gov.vn. The system is managed by the Department of E-commerce and Digital Economy, which is responsible for the technical infrastructure and ensuring data connectivity with the National Single Window Portal. This department is also tasked with creating accounts, issuing identification codes to authorised entities, and updating the public directory on eCoSys.

The provincial-level People’s Committees are required to organise the implementation of C/O issuance within 90 days from the effective date of the Circular. They must also publicly announce relevant information, oversee the process, and handle any violations that may arise.
