Opportunities to unleash Vietnam’s potential in developing science, technology, innovation

On February 19, the National Assembly approved Resolution No.193/2025/QH15 on piloting several special mechanisms and policies to create breakthroughs in developing science, technology, innovation, and national digital transformation.

This resolution applies to domestic and foreign organisations and individuals, foreign organisations and individuals participating in science, technology, innovation, and national digital transformation activities in Vietnam and other related organisations and individuals.

Public scientific and technological organisations, as well as public higher education institutions, are allowed to establish, participate in the establishment of businesses, and contribute capital to businesses to commercialise the scientific research and technological development results owned or entrusted to them for management and use.

Without the efforts and breakthroughs of scientists, even ground-breaking policies cannot achieve comprehensive innovation.

From the Politburo's Resolution 57/NQ-TW on breakthroughs in science, technology, innovation, and national digital transformation to the Government's Resolution 03/NQ-CP, which outlines an action plan to implement Resolution 57/NQ-TW, and now the newly-approved resolution, these documents demonstrate a consistent and broader effort of the Party, State and Government to resolve bottlenecks in the development of science, technology, innovation, and digital transformation.

They also reflect the determination to make science and technology key drivers of socio-economic development.

Resolution No.193/2025/QH15 focuses on resolving long-standing bottlenecks, which are urgent issues, necessary for research and technological development breakthroughs.

For research institutions and scientists, the resolution establishes a management mechanism for scientific tasks that is both flexible and effective.

A key feature is the autonomy granted to scientific research organisations, giving them greater independence in organisational structure, staffing, finance, and professional decisions. It also includes provisions on civil liability exemption for potential losses in state-funded research projects as well as regulations on state capital allocation to science-tech missions through funds.

The Resolution also specifies that the central budget will be used to invest in, procure, lease, operate, and maintain digital platforms and national or regional-scale information systems for use by central and local agencies and organisations, to be shared to serve socio-economic development, ensuring efficiency, and avoiding wastefulness.

The resolution stresses the crucial issue of restructuring and attracting high-quality human resources for the scientific and technological system.

Given the strong support and significant investment in science and technology by the Party, National Assembly, and Government, scientists see both opportunities for career development and a responsibility to contribute to the broader goals of the new revolution.

Without the efforts and breakthroughs of scientists, even ground-breaking policies cannot achieve comprehensive innovation.

Many believe scientists must take a new approach by deeply engaging with practical production, closely aligning with urgent societal needs to propose relevant research issues, and producing useful products that solve national problems.

Research must not only aim for novelty but also applicability, ensuring the findings have real-world relevance and practical utility, attracting investment, and creating social impact to facilitate the country’s sustainable development.
