Data containing state secrets must be encrypted when interconnected and synchronised

Data containing state secrets, when interconnected or synchronised, must be classified and encrypted using cryptographic security solutions according to their confidentiality level and processed on systems meeting the corresponding security requirements, as approved by the competent authority.

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 1562/QD-TTg on July 18, 2025, on ensuring interconnection, synchronisation, and protection of state secrets in the digital transformation activities of the entire political system.

The decision states that data must meet national technical standards and regulations and be interconnected and synchronised on shared platforms (such as data sharing and coordination platforms; national data integration and sharing platforms; data integration and sharing platforms at the ministerial and provincial levels).

Party and State agencies are required to use shared platforms or their other shared platforms to interconnect and synchronise data in their internal digital transformation operations.

Interconnection and synchronisation of data, platforms, and information systems between Party and State agencies must be identified and authenticated as stipulated in Article 40 of Decree No. 47/2020/ND-CP and other relevant legal provisions.

The methods of interconnecting data, platforms, and information systems between Party and State agencies must comply with Article 23 of Decree No. 47/2020/ND-CP of the Government and other relevant legal provisions, in accordance with the Viet Nam Digital Government Architecture Framework.

Also, according to the decision, information systems and data centres participating in interconnection and synchronisation must be approved for the information system security level, fully implement the information security assurance plan as specified in the approved level proposal dossiers, and comply with information security regulations outlined in Decree No. 85/2016/ND-CP of the Government.

Interconnection and synchronisation activities related to the scope of State secrets must comply with the provisions of the law on the protection of State secrets and cryptography.

Data belonging to State secrets when interconnected and synchronised must be classified and encrypted using cryptography security solutions according to their confidentiality level and processed on systems meeting the corresponding security requirements, approved by competent authorities.

The agencies managing data, platforms, and information systems will preside over the development of plans and organising the implementation of interconnection within the scope of management to protect personal data and State secrets in accordance with the provisions of law.
