People at the heart of digital transformation

Over the past two years, the Vietnam Social Security (VSS) has gained significant achievements in implementing Prime Minister-approved Decision No. 06/QD-TTg dated January 6, 2022, on approving the Project to develop the application of population data, electronic identification and authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

The VSS was one of the first agencies to successfully connect with the national population database as soon as it was officially put into operation.

Currently, there are more than 91.74 million insurance card holders. Data from 94% of them has been authenticated and synchronised with the national population database.

Project 06 has brought about many benefits to people, thanks to the connection and data sharing between the national population database and the national database on insurance and using the national electronic identification (VNeID) to replace paper health insurance cards for medical care covered by health insurance.

According to the latest rankings of ‘Most downloaded applications in Vietnam’ on the App Store, the VssID application ranks first in the business app group and 25th in the group of free apps.

Instead of paper health insurance cards, currently, people can use chip-based ID cards and VNeID applications to access services at all medical examination and treatment facilities nationwide.

To date, the VSS has verified more than 95 million insurance card holders in its managed database, including approximately 86.6 million individuals who benefited from social, unemployment, and health insurance coverage.

The data accounts for 97% of the total participants in the national population database (excluding the armed forces and military relatives).

The VSS continues to upgrade the VssID – its official application and integrate the VssID with VNeID accounts. It targets more than 50 million people with VNeID accounts who will access and use the VssID application.

According to the latest rankings of ‘Most downloaded applications in Vietnam’ on the App Store, the VssID application ranks first in the business app group and 25th in the group of free apps.

With its consistent view of “Taking people and businesses as the key service targets”, in the coming time, the VSS will continue to deploy major solutions to implement the e-government development strategy towards the digital government in the 2021-2025 period, with a vision to 2030.

From 2023 to 2025 and orientation to 2030, the VSS is determined to carry out strong and comprehensive digital transformation, taking participants in social insurance and health insurance at the heart of its policies.

In particular, the industry focuses on consolidating and promoting the strengths of the existing database, which is always being enriched and developing Vietnam's digital social insurance industry with high-quality digital human resources.

VSS targets to develop high-quality digital human resources and test and apply new technologies such as Blockchain, Big Data, and AI while promoting digital transformation to increase its management efficiency and better serve people, organisations and businesses.
