He emphasised that inspection and supervision are not only the responsibility of central working delegations but also a shared responsibility of local Party committees at all levels.
According to him, the highest goal is to ensure that the election is conducted safely, in full compliance with regulations, and truly becomes a nationwide festival of the people. He requested that provincial authorities and relevant agencies avoid complacency and proactively develop plans to ensure security, safety, communication, and cybersecurity, while coordinating closely to promptly handle any arising situations, ensuring that the election proceeds smoothly, safely, and in accordance with regulations.
For polling areas scheduled to hold voting one day earlier, the province should organise the election in a safe manner to maintain the overall schedule and contribute to the success of the election nationwide.

He also requested that the locality fully prepare facilities to serve voters, including shelters from sun and rain and cooling fans at polling areas, to ensure favourable conditions for residents to participate in the election.
