The digital architecture framework orientation for the NA deputies delegation and the Ha Noi People’s Council was developed on the basis of combining Gartner’s international standards on digital government maturity with the national digital architecture framework. The planning also closely follows the specific functions and tasks of elected bodies, with the aim of forming a modern digital ecosystem to effectively support decision-making, oversight, and connections with voters.
Among the platform’s advantages are time savings and stronger connectivity in monitoring and evaluating the quality of task performance. It also shortens the time needed and ensures the proper public disclosure of reports and documents of People’s Councils at all levels to voters and residents of the capital, helping them follow the city’s policies and supervise how competent agencies implement policies and commitments, as well as the handling of citizens’ petitions, through shared integration between the document management system and the electronic information portal.
The platform’s most notable breakthrough lies in its integration of an AI-powered data aggregation and analysis system. Data from other systems are fed into this AI platform as input, helping support operations management and the handling of tasks by the standing bodies of People’s Councils at all levels, as well as officials, civil servants, and employees.
At the launch ceremony, NA Vice Chairman Nguyen Khac Dinh said that the development and operation of the centralised operations platform for Ha Noi’s NA deputies delegation and People’s Councils at all levels was a concrete step demonstrating the city’s pioneering spirit in digital transformation. Beyond serving management and administration, the platform also opens up a new way of working, one that takes data as the foundation, technology as the tool, and effective service to the people as the goal.
Chairwoman of the Ha Noi People’s Council Phung Thi Hong Ha called on officials and civil servants in the advisory and support bodies of the NA deputies delegation and People’s Councils at all levels, especially full-time deputies, to proactively and effectively exploit and use the platform in management and work administration; in organising, preparing, and serving council sessions; in managing and handling documents and work files; and in monitoring, synthesising, resolving, and supervising voters’ petitions.
She said the platform should become a true digital working environment, where all tasks are handled more quickly, more transparently, and more effectively. This is also a concrete step toward making digital transformation substantive in the operations of the capital’s elected bodies.
