Politburo and Secretariat’s Conclusion on organising elections of deputies to 16th NA and deputies to People’s Councils at all levels

The Politburo and Secretariat have just issued Conclusion No. 03-KL/TW dated February 23, 2026, on continuing to implement Directive No. 46-CT/TW of the Politburo on leading the election of deputies to the 16th National Assembly and the election of deputies to People’s Councils at all levels for the 2026-2031 term.

According to Conclusion No. 03-KL/TW signed by Politburo member and Permanent Member of the Secretariat Tran Cam Tu, in order to ensure the success of the election of deputies to the 16th National Assembly and the election of deputies to People’s Councils at all levels for the 2026-2031 tenure, the Politburo has requested Party committees and organisations at all levels to lead and direct the implementation of Directive No. 46-CT/TW, dated May 16, 2025, of the Politburo on leading the election of deputies to the 16th National Assembly and the election of deputies to People’s Councils at all levels for the 2026-2031 tenure, with particular attention to a number of contents.

That is, to effectively lead and direct the preparation of personnel, ensuring the promotion of democracy combined with the centralised and unified leadership of the Party in personnel work; ensuring a reasonable structure in terms of the number of delegates currently working in Party and State agencies, the armed forces, and the Fatherland Front; ensuring the proportion of female and ethnic minority candidates in accordance with regulations; having a reasonable proportion of delegates from religions, re-elected delegates, young delegates, scientists, intellectuals, artists, delegates from the working class, farmers, businesspeople, and associations and trade unions in production and business.

Lead and direct the election of the full number of National Assembly delegates and People’s Council delegates at all levels, in which the Politburo’s directive on ensuring the quality of delegates and increasing the number of full-time delegates must be thoroughly implemented.

Providing maximum attention and support to candidates nominated by the Party Central Committee for election to the National Assembly at the local level (among the 217 candidates nominated by central agencies, many are young candidates from National Assembly agencies, ministries, departments, the Fatherland Front, and Central organisations who are being nominated for the first time) to help them develop substantive action programmes that are closely aligned with the grassroots, provide information and documents on the socio-economic situation, customs, and demographic characteristics of their constituencies; best meet the aspirations of voters, conduct effective voter outreach during the election campaign; and use appropriate methods to disseminate information about the candidates’ biographies so that voters can understand their backgrounds, work experience, qualifications, and capabilities.

Research, arrange, and allocate candidates nominated by the Party Central Committee to electoral units and polling areas in a harmonious and rational manner, maximising the strengths and advantages of each candidate, and building trust, support, and high confidence among voters in their respective constituencies.

Ensure security and order; effectively disseminate information and propaganda about the significance and importance of the election, especially in remote areas and areas inhabited by ethnic minorities; promote the people's right to self-governance, creating favourable conditions for all citizens to fully exercise their right to candidacy and voting as prescribed by law.

Strictly adhere to the information and reporting system; when requested by the National Election Council, promptly report and provide complete, accurate information on schedule, without delay or omission, ensuring support for overall guidance and management and timely handling of any arising issues.
