Proactively contributing to enhancing ASEAN connectivity and resilience

Prime Minister Pham Minh Chinh and a high-ranking delegation of Vietnam left Hanoi on October 8 morning for the 44th and 45th ASEAN Summits and Related Summits that will take place in Laos from the day to October 11. The trip is made at the invitation of Lao Prime Minister Sonexay Siphandone - ASEAN Chair 2024.

The working trip aims to strongly demonstrate the message of a proactive, active and responsible Vietnam contributing with member countries to enhance ASEAN connectivity and resilience, consolidate ASEAN's central role and promote ASEAN's voice for peace, stability and development.

The 44th and 45th ASEAN Summits and Related Summits is taking place in the context of the world and regional situation continuing to fluctuate rapidly and unpredictably, strongly affecting the Association. The world economy has maintained a slight recovery trend.

Global trade showed signs of positive growth again, but risk factors are still present due to conflicts and instability in many places. Non-traditional security challenges are increasingly complicated. Major trends continued to bring new growth momentum, but also require effective response to accompanying risks, such as cyber security, technology governance, artificial intelligence, etc.

ASEAN has maintained its solidarity and centrality, enhanced capacity to respond to emerging challenges, and strengthens principled stances on regional and international issues. ASEAN continued to be an economic bright spot with growth forecasts for 2024 and 2025 of 4.6% and 4.8%, respectively, far exceeding the world average.

Many cooperation frameworks have been promoted, demonstrating ASEAN's proactiveness in grasping and exploiting new growth drivers, such as negotiating the digital economy framework agreement, the power grid framework agreement, the action plan on sustainable agriculture, the digital trade standards roadmap, etc.

Cooperation between ASEAN and its partners in these areas has also been promoted, contributing to deepening and deepening economic, trade and investment connectivity.

The process of building the ASEAN Community has achieved positive results based on the implementation of the ASEAN Economic Community Blueprint 2025 on all three pillars of politics-security, economy and culture-society, consolidating the foundation and creating momentum for the next development phase of the Association, towards the goal of a self-reliant, dynamic, creative, people-centred, closely connected, and more deeply cooperative ASEAN Community by 2045.

Under the theme “ASEAN: Enhancing Connectivity and Resilience” and the responsibility of ASEAN Chair, Laos has promoted its leading role, implemented cooperation initiatives on all three pillars and achieved many positive results.

Over the past year, Vietnam has closely coordinated with Laos and made many important contributions to ASEAN cooperation. Notably, Vietnam successfully organised the ASEAN Future Forum 2024 in April, which not only supported ASEAN's discussion on cooperation strategies until 2045, but also contributed to the United Nations Future Summit.

The 44th and 45th ASEAN Summits and Related Summits are opportunities for ASEAN leaders and partners to discuss and make decisions on many strategic issues facing the Association and the region.

Prime Minister Pham Minh Chinh is leading the Vietnamese high-ranking delegation to attend the summits and highlight the content of the theme of ASEAN Year 2024 which is the basis for creating more innovative and breakthrough thinking, vision and approaches for the Association.

The working trip aims to actively contribute to the realisation of a people-centred ASEAN Community, while harmoniously integrating Vietnam's priority cooperation areas and the interests of other countries; affirming the foreign policy of independence, self-reliance, peace, cooperation and development, multilateralisation and diversification, the working trip will make practical contributions to the implementation of the foreign policy of the 13th National Party Congress and Conclusion No.59-KL/TW of the Politburo on the orientation of participating in ASEAN until 2030.

May the working trip by Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the 44th and 45th ASEAN Summits and Related Summits crowned a great success, continuing to affirm Vietnam's proactive, active and responsible participation in regional cooperation; supporting and assisting Laos in successfully assuming the responsibility of ASEAN Chair, while fostering the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos; bringing the relationship between Vietnam and ASEAN member countries and partners to a deeper, more substantial and effective level.
