Presenting the report on the 2021–2026 working term of the Supreme People’s Procuracy at the 10th session of the 15th National Assembly on October 20, Prosecutor General Nguyen Huy Tien stated that the sector had met and exceeded targets assigned by the NA.
In criminal prosecution and supervision, the Supreme People’s Procuracy implemented a range of breakthrough professional measures to prevent wrongful convictions and ensure no crimes were overlooked, while avoiding the criminalisation of civil and economic relations.
Throughout the tenure, the procuracy handled 674,552 crime reports, requested investigations into 3,871 cases, up 24.3% from the previous term, and prosecuted and supervised 519,546 cases involving 855,245 defendants, resolving 93.6% of them.
At the prosecution stage, procuracies at all levels processed 382,107 cases with 732,924 defendants, achieving a 99.9% resolution rate. Among these, 379,494 cases with 728,343 defendants were prosecuted, all within the legal timeframe and with 99.9% accuracy in charges.
The investigation rates for all types of crimes, including those of a serious to extremely serious nature, exceeded NA targets. Notably, several corruption cases within the justice system drew strong public attention, with 85.139 trillion VND recovered out of 99.644 trillion VND in corruption-related assets, an 85.4% recovery rate, 25.4% higher than the target.
In civil, family, commercial, labour and other non-criminal cases, the procuracy supervised 1,978,358 cases, up 15.4%.
The Supreme People’s Procuracy also focused on institutional improvement, legal guidance, judicial reform, digital transformation, and international cooperation, ensuring conditions for effective performance of its functions and duties.
It recommended that the Party and State continue judicial reform and legal improvement, renew prosecutorial methods, expand the scope and enhance the efficiency of summary procedures under Resolution No. 66 of the Politburo, study mechanisms for conditional prosecution and alternative measures, and promote alternative dispute resolution (ADR).
The Procuracy proposed a comprehensive digital transformation, ensuring interconnection across investigation, prosecution, trial and enforcement stages, in criminal, civil, administrative and other judicial fields, toward building a professional and modern justice system.
