The general aim is to build a model for the development, sharing and use of OER in higher education, helping to enhance the quality of education and meet the needs of life-long education.
Specifically, the programme strives to build an OER portal during the 2023-2026 period as an address for learners and lecturers of higher education institutions to look for the necessary materials.
It is expected that more than 40% of higher education institutions will take part in building and developing OER and that 20% of disciplines will have their courses, teaching and learning materials uploaded to the OER portal.
The plan also aims to have more than half of higher education institutions utilise the content available from OER and 50% of teaching staff and learners using OER materials for their teaching, learning and research activities.
To realise such goals, the programme aims to fine-tune the legal frameworks on OER, develop OER data repositories, create an OER access portal and enhance awareness of the role of OER in higher education.
