Under the directive, the PM asked ministries, agencies and the People's Committees of provinces and cities to fully implement Government's Resolution 19. This resolution is aimed at improving the business environment and enhancing national competitiveness.
They were also requested to carry out other Governmental Resolutions aimed at simplifying administrative procedures, particularly in the areas of taxation and customs.
In addition, the Government leader ordered the General Departments of Taxation and Customs to meet the targets set for state budgets collection in 2014. To do this he instructed the departments to cut administrative formalities towards simplicity, openness and transparency in a bid to facilitate the operation of enterprises.
The PM once again asked the tax sector to reduce the time required for enterprises to declare and submit tax paperwork to less than 300 hours by this year's end. Moreover, the time for tax procedures should be slashed to fall in line with the average time in other ASEAN countries of 171 hours in 2015.
It is expected that the number of enterprises participating in electronic tax declaration will rise to 95% by the end of 2014.
The directive also required transparency in the implementation of online tax and customs procedures and the improvement of inspections into tax collection and customs clearance. The tax and customs sectors will also be equipped with modern equipment and should rearrange their staff to meet their new requirements.
