The framework has been developed for nationwide implementation, serving as a basis for ministries, sectors, and local authorities to organise training and professional development programmes and gradually standardise the data governance capabilities of civil servants, public employees, and other relevant personnel. It is intended to meet the requirements of implementing the Law on data and developing digital government, the digital economy, the digital society, and innovation.
The framework comprises seven training and professional development areas, focusing on data governance, coordination, and implementation; basic data governance; commune-level data governance; data compliance governance; training for international assessment and certification; training of data governance trainers; and providing an overview of data, artificial intelligence, high-performance computing, and quantum technology.
The framework will help officials identify, assess, and determine appropriate applications of emerging technologies in data governance.
It will also serve as a basis for developing detailed training and professional development programmes, contributing to the formation of a workforce capable of governing, connecting, sharing, exploiting, using, and protecting data, thereby effectively supporting state management and socio-economic development.
