Strengthening strategic cohesion and elevating Viet Nam–Laos cooperation

At the invitation of Vilay Lakhamphong, Permanent Member of the Secretariat of the Lao People’s Revolutionary Party Central Committee, Tran Cam Tu, Politburo Member and Permanent Member of the Secretariat of the Central Committee of the Communist Party of Viet Nam, led a high-level Vietnamese delegation on an official visit to the Lao People’s Democratic Republic on April 9, 2026.

This marks the first official overseas visit by a permanent member of the Party Central Committee’s Secretariat following the 14th National Party Congress and the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. With this special significance, the visit reaffirms Viet Nam’s consistent policy of giving top priority to the great friendship and special solidarity between Viet Nam and Laos, while further deepening the substance of “strategic cohesion” between the two countries and laying a solid foundation for elevating Viet Nam–Laos cooperation to new heights.

The visit takes place on the occasion of Laos’ traditional Bunpimay New Year, serving as a vivid testament to the close, brotherly, and deeply rooted ties between the two neighbouring nations sharing the Truong Son mountain range and the Mekong River.

The enduring affection and solidarity between Viet Nam and Laos have been forged and nurtured through the sweat, efforts and sacrifices of generations of leaders and people of both countries.

Throughout the process of renewal and international integration, this relationship has remained a valuable shared asset and a vital factor in the revolutionary cause of each country. Following the successful organisation of Party Congresses in both countries, the top leaders of the two parties chose Viet Nam and Laos as the first countries to visit at both Party and State levels, reaffirming the profound bond between comrades and brothers, as well as the determination to stand side by side and accompany and support each other throughout each stage of development.

The enduring affection and solidarity between Viet Nam and Laos have been forged and nurtured through the sweat, efforts, and sacrifices of generations of leaders and people of both countries. During the process of renewal and international integration, this relationship continues to be a valuable shared asset and a vital factor for the revolutionary cause of each country.

In recent times, political relations and strategic trust between Viet Nam and Laos have continued to be consolidated and developed in a sustainable and substantive manner. The two sides have maintained exchanges of high-level and other delegations and successfully organised many important external activities between senior leaders of both Parties and States. Viet Nam and Laos have actively and effectively implemented existing cooperation mechanisms, such as the annual meeting between the two politburos and the sessions of the Viet Nam–Laos Intergovernmental Committee, contributing to guiding and promoting comprehensive bilateral cooperation across various fields.

This demonstrates the consistency in the foreign policy lines of both countries, always giving each other the highest priority and continuously nurturing and developing the great friendship, special solidarity, comprehensive cooperation, and strategic cohesion between them. Both sides also attach importance to promoting solidarity and friendship among Viet Nam, Laos, and Cambodia.

Built on a foundation of deep mutual understanding and special solidarity between the two Parties, States, and peoples, Viet Nam and Laos have achieved many positive cooperation outcomes. Economic, trade, and investment cooperation continues to show positive progress. The two countries aim to raise bilateral trade turnover to 5 to 10 billion USD within the next 2 to 3 years. Currently, Viet Nam has 276 investment projects in Laos with total registered capital of 6.21 billion USD, ranking second among investing countries in Laos. Many projects have operated effectively, making positive contributions to Laos’ socio-economic development.

Defence and security cooperation continues to be strengthened in both scope and depth. Cooperation among ministries, sectors, mass organisations, and localities of both countries has been effectively implemented, in line with high-level agreements between the two Parties, cooperation plans between the two Governments, and bilateral programmes.

People-to-people diplomacy has been emphasised, contributing to enhancing mutual understanding and strengthening ties between the peoples of the two countries, thereby creating a solid foundation for the special Viet Nam–Laos relationship. In addition, cooperation in culture, tourism, education and training, and science and technology has been strongly promoted.

At the international level, Viet Nam and Laos have closely coordinated and supported each other at regional and international forums, particularly within ASEAN, the United Nations, and subregional mechanisms. Viet Nam has actively supported and assisted Laos in successfully undertaking important international roles in 2025.

The official visit to Laos by Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu conveys Viet Nam’s foreign policy of independence, self-reliance, peace, cooperation, and development, as well as diversification and multilateralisation of external relations, with top priority given to neighbouring countries and traditional friends, including Laos.

Amid rapidly evolving and complex global developments, the visit also reaffirms the importance and strategic significance of the special Viet Nam–Laos relationship. We wish Tran Cam Tu a successful visit, contributing to promoting comprehensive cooperation and further deepening the substance of “strategic cohesion” in Viet Nam–Laos relations.
