Strengthening the Party’s ethics from each cadre and party member

The Communist Party of Vietnam is a ruling party and at the same time an organisation that carries out the task of political vanguard, representing the intelligence, conscience, and ethics of the entire nation.

Therefore, strengthening the Party’s ethics is to continue to improve the Party’s leadership capacity and fighting strength, making the Party truly clean and strong, worthy of being a trusted leader of the people, fulfilling its responsibility in the face of the aspirations of the people and the nation to develop the country.

As the only ruling party, the Party leads the State and society through the Party organisations and Party members. In particular, the grassroots party organisations are the foundation of the Party, the political nucleus, the bridge between the Party and the people; the contingent of party members is the member of the grassroots party organisation, the decisive factor in the leadership capacity and fighting strength of the grassroots party organisations.

Therefore, strengthening the building of a clean and strong Party in terms of ethics must start from each cadre and party member, so that each cadre and party member is truly imbued with revolutionary ethics, truly thrifty, honest, impartial, and representative of the “intelligence, honour and conscience of the new era”.

Up to now, the vast majority of cadres and party members have always maintained and clearly demonstrated revolutionary ethics; promoted steadfast political will, and absolute loyalty to the goals and ideals of the Party; consciously trained, cultivated and practised revolutionary ethics, contributing significantly to improving the leadership capacity, fighting strength of the grassroots party organisation and the quality of the contingent of party members.

However, in the face of negative impacts and temptations from the dark side of the market mechanism, several cadres and party members have failed to maintain their moral qualities and lifestyles, falling into individualism; showing signs of moral and lifestyle degradation, leading to fading revolutionary ideals, violating party discipline principles, reducing people’s trust, negatively affecting the prestige and leadership and ruling role of the Party.

Therefore, more than ever, each cadre and party member must uphold the spirit of self-education, self-cultivation, and training in revolutionary ethics; regularly and extensively study and follow Ho Chi Minh’s ideology, morality, and style in conjunction with carrying out political tasks; strengthen the fight against unethical views and behaviours, contributing to building the Party in terms of ethics in the new revolutionary period, specifically:

First, raising the awareness of cadres and party members about the particularly important role and urgent issue of Party building in terms of ethics, considering it as the pillar, the “foundation”, the “root” of Party building. This highlights Party building in terms of politics, ideology, ethics, organisation and cadres, so that the Party will always be a genuine Party, “ethical and civilised”, each cadre and party member will become more and more mature, worthy of being “both a leader and a loyal servant of the people”.

During his lifetime, President Ho Chi Minh paid special attention to educating and training cadres and party members in ethics. He required each cadre and party member to be truly imbued with revolutionary ethics, truly thrifty, honest, impartial and selfless.

According to Him, revolutionary morality does not fall from the sky. It is developed and consolidated through daily struggle and persistent training, just as jade becomes brighter the more it is polished, and gold becomes purer the more it is refined.

Therefore, each cadre and party member must constantly cultivate and practice revolutionary morality, and “self-reflect and self-correct” every day to prevent and repel the following manifestations: fading ideals, declining will, degradation in political ideology, morality, lifestyle, and falling into individualism.

The ethics of the Party are revolutionary, ethics of the working-class nature, inheriting the ethical values ​​of the Vietnamese people throughout history, while selectively absorbing the quintessence of human culture.

Therefore, strengthening the Party’s building in terms of ethics requires each cadre and Party member to be steadfast in Marxism-Leninism, Ho Chi Minh Thought, steadfast in the cause of innovation and national development under the leadership of the Party, steadfast in the principles of Party building; always put the interests of the Party and the nation above all; closely connect with the people; have a high sense of organisation and discipline, self-awareness; match words with actions; promote self-criticism and criticism; have a healthy, clean lifestyle, free from extravagance, waste, corruption, and privileges; protect the prestige, reputation, and fighting strength of the Party at all times and in all places.

Second, thoroughly grasping and strictly implementing Regulation No.144-QD/TW on revolutionary ethical standards of cadres and party members in the new period: Patriotism, respect for the people, absolute loyalty to the Party and the Fatherland; bravery, innovation, creativity, integration; diligence, thrift, integrity, impartiality; solidarity, discipline, love, responsibility; exemplary, modest, self-cultivation, lifelong learning.

The above standards are very comprehensive, but also very concise, succinct, specific, and closely related to each other, forming a “red thread” connecting the elements that make up the qualities, capacities, and styles of cadres and party members. A measure of personality, attitude, behaviour, and working style that each cadre and party member must regularly cultivate and practice every day, is the basis for the Party to select cadres and party members who have enough virtue and talent to undertake and successfully complete assigned tasks in the new revolutionary period.

Implementing revolutionary ethical standards is both an honour and a responsibility of cadres and party members. Therefore, in thinking and acting, each cadre and party member must bring a spirit of impartiality to handling all matters, with everyone and themselves. They must deeply perceive their duties and responsibilities, dare to think, dare to do, and dare to break through to successfully carry out all tasks assigned by the organisation.

Cadres and party members must proactively prevent and repel manifestations of moral degradation, selfishness, individualism, pragmatism, opportunism, fame-seeking lifestyles, corruption, waste, disunity, bureaucracy, distance from the people, and indifference to the difficulties and grievances of the people.

They must cultivate revolutionary ethics throughout their lives, steadfastly overcome all difficulties and challenges, uphold honour and self-respect and not be tempted by material things, money, or fame, prevent and avoid individualism, combine words with actions, and build with determination.

Third, cadres and party members in the army are the core force and pillars of the Army, taking on leadership and command roles at all levels and carrying out important tasks, mainly in agencies and units. Therefore, cadres and party members must play a good role as role models, setting an example of revolutionary ethics, and using that as a foundation to build ethical standards for all soldiers, thereby contributing to improving leadership capacity, fighting strength, and building a truly clean, strong, “exemplary, typical” Army Party organisation.

With the specific functions and tasks of cadres and party members in the army, the highest value of ethical standards is: Absolute loyalty to the Party, the Fatherland, and the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism; Completing any task, overcoming any difficulty, defeating any enemy.

The value of such noble moral standards has become a characteristic of “Uncle Ho’s soldiers”, the source of strength for the Vietnam People’s Army to excellently complete all tasks assigned by the Party, the State and the people.

To fulfil the role of a role model and set an example in implementing moral standards, cadres and party members in the army must regularly practice a clean, healthy lifestyle, have scientific working methods and styles; practice a way of life, a way of self-examination, self-correction, self-discipline, be honest, fair and impartial; have the power to influence and persuade cadres and soldiers in the unit; strictly abide by the principles of democratic centralism and the Party’s platform, regulations, directives and resolutions, the State’s laws and military discipline; have good resistance and immunity, preventing the infiltration and spread of uncultured phenomena; maintain and develop the foundation of Vietnamese ethics and culture - the endogenous strength, the great spiritual motivation to protect the socialist Vietnamese Fatherland.
