The signing ceremony of the Inter-sectoral Coordination Regulations in implementing administrative procedure reform between the Ministry of Public Security, the Ministry of Justice, and the Ministry of Science and Technology took place at the headquarters of the Ministry of Justice on April 4.
Politburo member, General Luong Tam Quang, Minister of Public Security; Member of the Party Central Committee, Minister of Justice Nguyen Hai Ninh; and Minister of Science and Technology Nguyen Manh Hung co-chaired the signing ceremony.
In his opening remarks, Minister of Justice Nguyen Hai Ninh emphasised that, in recent years, the Party and State have always paid attention to and identified administrative procedure reform as a key breakthrough, strongly implemented at all levels and sectors, and have achieved many important results, improving the quality of service and the satisfaction level of people and businesses; contributing to the successful implementation of the country’s socio-economic development goals.
According to Minister Nguyen Hai Ninh, in the context of the Party and State setting the goal of bringing Vietnam into the group of 3 economies with the most favourable investment and business environment in ASEAN and maintaining double-digit economic growth in the new development phase, the need for administrative procedure reform is becoming increasingly urgent, especially in terms of institutions, data, and infrastructure. In this context, the roles of the Ministry of Public Security, the Ministry of Justice, and the Ministry of Science and Technology are direct and crucial.
Following the Government’s directives, within a short period, the three ministries actively coordinated to develop an inter-ministerial coordination regulation for administrative procedure reform, aiming for unified, effective, and synchronised implementation of this work; ensuring consensus and close cooperation, proactive and flexible mutual support in accordance with assigned functions and tasks, and closely adhering to the tasks set forth by the Steering Committee 57.
The coordination regulation has 3 chapters and 12 articles, clearly stipulating the mechanism for coordinating administrative procedure reform work according to the principle that the Ministry of Justice is the overall coordinating agency for building and perfecting the institutional framework and tasks of administrative procedure reform, and is in charge of organizing and implementing administrative procedure control operations.
