After a year and a half of implementing Resolution No. 57-NQ/TW, science and technology, innovation and digital transformation have been placed at the centre of the new growth model. The next stage requires a sharper focus on delivering results, with a decisive shift from building mechanisms to creating products; from completing tasks to generating value; and from preparing conditions to making direct contributions to national development.

Prime Minister Le Minh Hung on July 3 called on ministries and agencies to accelerate the development of national and sectoral databases, strategic technologies, and research and testing infrastructure.

Under the draft project, research infrastructure development will align with Viet Nam’s science, technology and innovation strategy, focusing on strategic technologies. The system will follow a unified three-tier model, prioritising the upgrading, integration and shared use of existing facilities, while ensuring operational efficiency, accountability, data security, intellectual property protection and national interests.

The development of strategic technologies is an especially urgent task, requiring decisive implementation ranging from the formulation of mechanisms and policies to practical execution and breakthrough actions capable of delivering tangible and meaningful results. Successfully mastering strategic technologies will help transform Viet Nam into a dynamic developed nation with strong technological capabilities and internationally recognised technology products and brands.

Deputy Prime Minister Ho Quoc Dung recently signed a decision promulgating the list of advanced technologies prioritised for investment and development and the list of high-tech products encouraged for development. This move broadens policy priorities to encompass a wide range of core and strategic technologies as well as Vietnamese-made high-tech products.

The development of strategic technologies is an issue of particularly important significance, directly related to the country’s competitiveness, technological self-reliance and position in the new era.

Prime Minister Le Minh Hung has issued Decision No. 21/2026/QD-TTg promulgating the list of strategic technologies and strategic technology products, set to take effect from July 1, 2026.

The concept of strategic technologies has been introduced for the first time in Resolution No. 57-NQ/TW, which identified institutions, human resources, infrastructure, and data as the core pillars for encouraging innovation.

Under the chairmanship of Deputy Prime Minister Nguyen Chi Dung, the Ministry of Finance on August 25 organised a ceremony announcing three Innovation and Expert Networks in strategic technologies: Quantum Technology (VNQuantum), Cybersecurity (ViSecurity), and Aviation, Aerospace, and Unmanned Aerial Vehicles (UAV Viet Nam).

The Ministry of Education and Training, in collaboration with the Ministry of Foreign Affairs and Trade of Australia through the Aus4Skills programme and the University of Da Nang, organised a university-industry linkages forum in Da Nang on August 25.

On June 12, 2025, the Prime Minister signed Decision No. 1131/QD-TTg issuing the list of strategic technologies and strategic products.

The law stipulates preferential mechanisms to encourage innovation in enterprises and develop high-quality human resources for science, technology, and innovation.
