Scientific and technological progress is enabling many maritime nations to intensify research into the potential of marine resources within their territorial waters, thereby supporting precise and effective policy decisions. The imperative to study, conserve, and responsibly exploit marine resources requires autonomy and localisation of research vehicles.
Global science and technology have entered a new phase as many foundational strategic technologies are developing very rapidly, strongly attracting knowledge resources and investment capital, and being widely applied.
Research institutes, universities and businesses are prepared for strategic technologies, from artificial intelligence to next-generation mobile networks, from quantum computing to unmanned aerial vehicles (UAVs). This presents an opportunity for Viet Nam to “stand on the shoulders of giants”.
The concept of strategic technologies has been introduced for the first time in Resolution No. 57-NQ/TW, which identified institutions, human resources, infrastructure, and data as the core pillars for encouraging innovation.
Under the chairmanship of Deputy Prime Minister Nguyen Chi Dung, the Ministry of Finance on August 25 organised a ceremony announcing three Innovation and Expert Networks in strategic technologies: Quantum Technology (VNQuantum), Cybersecurity (ViSecurity), and Aviation, Aerospace, and Unmanned Aerial Vehicles (UAV Viet Nam).
The Ministry of Education and Training, in collaboration with the Ministry of Foreign Affairs and Trade of Australia through the Aus4Skills programme and the University of Da Nang, organised a university-industry linkages forum in Da Nang on August 25.
On June 12, 2025, the Prime Minister signed Decision No. 1131/QD-TTg issuing the list of strategic technologies and strategic products.
The law stipulates preferential mechanisms to encourage innovation in enterprises and develop high-quality human resources for science, technology, and innovation.
