With the goal of mastering core and foundational technologies and creating strategic products, Circular No. 49/2026/TT-BKHCN has established a specialised financial mechanism suited to tasks involving high levels of complexity and risk and requiring highly qualified human resources.

The policy framework for developing strategic technologies is gradually being completed, together with mechanisms for commissioning, funding, piloting, and supporting businesses. Resolution No. 19-NQ/TW, dated July 28, 2026, adopted at the third Plenum of the 14th Party Central Committee on renewing Viet Nam’s development model, sets out the task of strongly developing new growth drivers from high-tech industries.

Deputy Prime Minister Ho Quoc Dung recently signed a decision promulgating the list of advanced technologies prioritised for investment and development and the list of high-tech products encouraged for development. This move broadens policy priorities to encompass a wide range of core and strategic technologies as well as Vietnamese-made high-tech products.
