The results of the Sipas and PAR Index indicators are having a notably wide spillover effect on the operation of two-tier local government. Measurable progress shows that focused efforts in this area are delivering clear results at grassroots level.

Viet Nam's two-tier local government model has operated smoothly and earned public recognition, despite initial challenges, Deputy Prime Minister Pham Thi Thanh Tra told the National Assembly on October 29.

In the past three months, the merger of provinces and cities and the operation of a two-tier local government model have achieved important results, with serious implementation by ministries, branches and localities as well as enthusiastic response from the people.

Prime Minister Pham Minh Chinh has urged concerted efforts to ensure the two-tier local government system operates harmoniously, smoothly, and comprehensively to meet the expectations of the Party, State, and people, with the new administrative apparatus performing better than the old one in serving the people and enterprises.

Although the new two-tier local government model has run stably since its launch on July 1, there is much to do to ensure its smooth, synchronous and effective operations, Prime Minister Pham Minh Chinh has stressed.

On July 15, in Binh Duong Ward, Ho Chi Minh City, the 15th-tenure National Assembly (NA) delegation of Ho Chi Minh City held a conference to review its activities since July 1 and outline its work plan until March 2026.

Prime Minister Pham Minh Chinh called for assessing both the positive and negative factors and propose appropriate response strategies; and clearly defining key tasks and solutions for July, the third quarter, and the remainder of 2025.

Prime Minister Pham Minh Chinh on June 17 issued a dispatch directing all ministries and provincial-level authorities to ensure seamless and uninterrupted administrative services during the reorganising of local administrative units and the implementation of the two-tier local government model.
