The southern province of An Giang has achieved a number of encouraging initial results in streamlining its administrative apparatus after one year of implementing the two-tier local government model.

Although the transition to the two-tier local government model has revealed several shortcomings that need to be promptly addressed, it has nevertheless brought about significant positive changes in administrative reform and the delivery of public services.

A rapid assessment study conducted by the Ho Chi Minh National Academy of Politics (HCMA) and the Mekong Development Research Institute (MDRI) between January and March 2026 found broad public support for the move to a two-tier local government model.

On July 15, in Binh Duong Ward, Ho Chi Minh City, the 15th-tenure National Assembly (NA) delegation of Ho Chi Minh City held a conference to review its activities since July 1 and outline its work plan until March 2026.

Prime Minister Pham Minh Chinh called for assessing both the positive and negative factors and propose appropriate response strategies; and clearly defining key tasks and solutions for July, the third quarter, and the remainder of 2025.

Prime Minister Pham Minh Chinh on June 17 issued a dispatch directing all ministries and provincial-level authorities to ensure seamless and uninterrupted administrative services during the reorganising of local administrative units and the implementation of the two-tier local government model.
