The administrative procedures settlement information system has been deployed uniformly across the city and connected to the National Public Service Portal as well as specialised databases, thereby establishing a synchronised digital platform for receiving, processing and returning application results.
The acceleration of automation and data integration has helped streamline numerous processing stages, reduce manual operations, enhance transparency and shorten processing times. Notably, Ho Chi Minh City has implemented administrative procedures independent of administrative boundaries for 100% of eligible procedures, making it more convenient for citizens and businesses to complete procedures without being restricted by their place of residence or the locality where applications are submitted.
One of the most notable achievements has been the strong expansion of online public services. At present, Ho Chi Minh City provides 1,636 administrative procedures in the form of fully online public services, accounting for more than 80% of the total number of administrative procedures. The city has introduced various measures to encourage citizens to use online public services, including fee exemptions for many procedures conducted online and the integration of 100% of VNeID electronic identification accounts to unify login, authentication and application tracking.
Not only has the number of online applications increased, but the quality of administrative procedure processing has also improved considerably. Of more than 4.12 million applications processed, over 4.04 million were handled ahead of schedule, while overdue applications accounted for only a very small proportion.
At present, Ho Chi Minh City’s rate of application digitisation and issuance of electronic results has exceeded 91%, while the rate of data reuse has surpassed 92%.
According to the index measuring services for citizens and businesses, Ho Chi Minh City achieved a satisfaction rate of 99.44% in the latter part of 2025 and reached 100% in the opening months of 2026. This demonstrates that the city’s administrative reform efforts are producing substantive results, not only improving procedures but also significantly enhancing the service experience for citizens and businesses.
According to the Ho Chi Minh City Public Administration Service Centre, the implementation process still faces several challenges, including a lack of synchronisation among certain systems operated by central ministries and agencies, as well as occasional technical issues and inconsistencies in interconnected procedures. The city is coordinating with relevant agencies to further improve the system in a more stable, seamless and user-friendly direction.
