Unified determination and accelerated action ahead of historic milestone

The 14th National Congress of the Party has been identified by the Party Central Committee as the beginning of a new era — a period for realising the strong aspirations derived from the Party’s vision and the people’s will.

Building on the significant achievements of nearly 40 years of renewal, with fresh thinking and concrete actions, the Party Central Committee’s political determination aims to find the shortest path towards achieving strategic goals, while marking the 100th anniversary of the Party’s leadership and laying a solid foundation for the centennial of the Socialist Republic of Vietnam’s establishment.

Awakening internal strength

The year 2024 passed with compelling and inspiring evidence of the unity of the Party’s vision and the people’s will, highlighting the spirit of national solidarity in overcoming challenges.

Just as positive signals began emerging from the concerted efforts of the political system, businesses, and the people, Storm No. 3 struck with devastating force, leaving severe consequences across many northern provinces and cities. In the face of loss and hardship, the strength of the people’s spirit under the Party’s leadership became even more evident. Citizens, comrades, and soldiers nationwide united to share with and support affected regions through noble gestures.

The 10th Plenum of the 13th Party Central Committee worked overtime, shortening its agenda to focus urgently on mitigating the storm’s aftermath. Images of the Party and State’s top leaders directly motivating and overseeing recovery efforts in the hardest-hit areas deeply moved the nation. In Nu Village (Bao Yen, Lao Cai), the emotional farewells between the local residents and the soldiers who completed their rescue missions and provided temporary shelter brought tears to many eyes. Thanks to the collective spirit of mutual support and the mobilisation of the entire political system, life has gradually returned to normal in the storm-hit areas. Nu Village is being revitalised with a new look, offering hope to its residents, who now place greater trust in the Party’s leadership as they work to rebuild stronger.

Overcoming obstacles in 2024, the nation recorded clear socio-economic recovery and achieved important milestones across various fields, marking a historically significant beginning.

Drawing strength from internal resources and under the Party’s leadership, Vietnam has achieved remarkable accomplishments after nearly 40 years of renewal. With groundbreaking and sound policies, the 6th National Congress of the Party in December 1986 charted a path for Vietnam to overcome embargoes and poverty after the war. Gradually, Vietnam has become a developing country with middle-income status that is deeply integrated into global politics, economics, and culture, actively participating in international organisations and forums.

By 2023, the economy’s scale was 96 times larger than in 1986. After nearly 40 years of implementing the renewal process, the nation has established a strong foundation, capabilities, and international standing; it is now ready for breakthrough development in the next phase.

Ready to “take off”

The 14th National Congress of the Party, scheduled for early 2026, makes 2025 a “runway” year to accelerate and achieve breakthroughs across all sectors, preparing the nation to “take off”. This year also coincides with major national celebrations and Party congresses from grassroots to central levels. Completing a monumental workload within a short timeframe will test the determination of all levels of leadership and serve as an opportunity to intensify efforts to meet objectives.

In his writings and directives, Party General Secretary To Lam has articulated the essence of this new era — a time for the nation to rise, aiming for a prosperous people, a strong country, and a socialist society on par with global powers. The priority is to successfully achieve the following strategic goals: for Vietnam to become a developing country with modern industries and upper-middle income by 2030; and to become a developed and high-income socialist nation by 2045. The General Secretary outlined seven pivotal and decisive strategies for national development, including reforming the Party’s leadership methods, strengthening governance, streamlining the administrative apparatus, promoting digital transformation, combating waste, boosting personnel work, and advancing the economy.

The 10th Plenum of the 13th Party Central Committee set the tone for resolute renewal by formulating strategic breakthroughs and solutions with fresh thinking and perspectives. The Party Central Committee has called for the immediate implementation of several critical initiatives identified in the draft documents of the 14th National Congress, particularly addressing major “bottlenecks” in institutions, infrastructure, and human resources. Among these, institutional reform is deemed the most urgent bottleneck to resolve.

Based on the political determination and strategic breakthroughs established at the 10th Plenum, the General Secretary has instructed Party committees to enhance the quality of documents with clear outcomes, timelines, and accountability. The 14th National Congress’s Documents must serve as a “beacon” encapsulating the essence of the past, present, and future, grounded in the principles of the Party’s leadership, national interests, and the people’s well-being.

Currently, the preparations for Party congresses at all levels leading to the 14th National Congress are being vigorously led and directed. Achieving the goals set in the 13th Congress’s Resolution remains the highest priority for 2025. This effort coincides with the organisational reform of the political system and administrative restructuring at the district and commune levels for the 2023-2025 period. Central leadership has emphasised the need for the highest effort and comprehensive resource mobilisation. Swift and decisive reorganisation of the political system into an efficient and effective apparatus is imperative and cannot be delayed.

The enduring values forged throughout the nation’s history continue to inspire unparalleled strength, enabling Vietnam to achieve new feats in the Ho Chi Minh era and realise the goals of a prosperous people, a strong country, and a socialist society, standing shoulder to shoulder with global powers.

At this historic moment, as Vietnam stands at the starting line of a new era, the Party Central Committee’s commitment to renewal inspires the entire political system with the spirit of “self-reliance, self-confidence, self-determination, and national pride”.
