Viet Nam strengthens cooperation with UN Office for disarmament affairs

Viet Nam is enhancing cooperation with the United Nations Office for Disarmament Affairs (UNODA) in Vienna in preparation for its role as president-designate of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (11th NPT RevCon), scheduled to take place in New York from April to May 2026.

On August 7, Ambassador Vu Le Thai Hoang, Permanent Representative of Viet Nam to the United Nations and other international organisations in Vienna, held discussions with Rebecca Jovin, Chief of the United Nations Office for Disarmament Affairs in Vienna (UNODA), to promote bilateral cooperation in the context of Viet Nam assuming the role of president-designate of the 11th NPT RevCon, set for April–May 2026 in New York.

During the meeting, Ambassador Vu Le Thai Hoang reaffirmed Viet Nam’s commitment to advancing multilateralism, fostering consensus, and ensuring a balanced approach to the three pillars of the NPT: nuclear non-proliferation, nuclear disarmament, and the peaceful use of nuclear technology.

The ambassador also outlined priorities and concrete proposals for cooperation with the UNODA Vienna Office in preparation for the upcoming Conference. These include establishing regular communication channels between UNODA and Viet Nam’s permanent missions in New York, Vienna, and Geneva; providing technical and logistical support to Viet Nam in its capacity as president; and coordinating with Viet Nam to organise workshops and thematic discussions on the implementation of the NPT.

Rebecca Jovin commended Viet Nam’s active role and constructive contributions at multilateral forums, particularly in the current complex international context. She expressed confidence that Ambassador Do Hung Viet, Permanent Representative of Viet Nam to the United Nations, would successfully chair the conference and lead it to a positive outcome. UNODA pledged close cooperation with Viet Nam to convene regional consultations and provide maximum support for Ambassador Do Hung Viet’s activities in Vienna and throughout his tenure as president of 11th RevCon.

Both sides agreed to continue working closely towards the successful organisation of the 11th Review Conference, thereby reaffirming Viet Nam’s active and responsible role in promoting global peace, security, and sustainable development.

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT), signed in 1968 and enforced since 1970, currently has 191 states-parties. It serves as the cornerstone of the international non-proliferation and disarmament regime, built upon three main pillars: (i) preventing the spread of nuclear weapons; (ii) nuclear disarmament; and (iii) the peaceful use of nuclear technology.

The NPT remains the most universal international treaty in this field, with participation from the five recognised nuclear-weapon states, the UK, France, the US, Russia, and China, all of which are also permanent members of the United Nations Security Council. Viet Nam officially joined the NPT in 1982.

Since the NPT entered into force in 1970, review conferences have been held every five years to discuss measures for advancing its implementation and universalisation. To date, 10 such conferences have taken place (in 1975, 1980, 1985, 1990, 1995, 2000, 2005, 2010, 2015, and 2022). The 11th NPT Review Conference is scheduled for 27 April to 22 May 2026.

At the Third Session of the Preparatory Committee (PrepCom 3) for the 11th Review Conference, on the recommendation of the Non-Aligned Movement (NAM), states-parties unanimously agreed to nominate Viet Nam to present a candidate for the position of president of the conference.

Accordingly, the Viet Nam Government has nominated Ambassador Do Hung Viet, Permanent Representative of Viet Nam to the United Nations, as its candidate for the post. Under the conference’s procedural rules, from now until his formal election at the 2026 meeting, Ambassador Do Hung Viet will conduct consultations and exchanges with countries, regional groups, and other stakeholders in his capacity as “president-designate” of the conference.
