The expanded BRICS Summit 2024 is taking place at a time when the international and regional situation continues to witness unpredictable developments, with increasing instability, while the world economy grows unevenly with many potential risks, and geopolitical conflicts and competition between major powers have become increasingly complicated. Hotspots and tensions continue to persist, and non-traditional security challenges are posing a strong impact on developing countries.
This year’s summit will feature a plenary session themed 'BRICS and the Global South: Building the Future of the World Together'. Leaders will discuss solutions to enhance economic connectivity between BRICS and Global South countries, in order to create a balanced and equitable global governance ecosystem.
Prime Minister Pham Minh Chinh's attendance at the summit is an important step in implementing Vietnam's consistent foreign policy of independence, self-reliance, multilateralisation and diversification of foreign relations; and being a friend, a reliable partner, and an active and responsible member of the international community.
The working trip will send out the country’s message of its proactive, positive and responsible participation in multilateral mechanisms, including the expanded BRICS, as well as Vietnam’s cooperation with countries to address global challenges and promote sustainable and inclusive development.
This also affirms Vietnam's aspiration to promote the voice of developing countries in global governance, contributing to building a multipolar and equitable world order, and to peace, stability and development in the region and the world.
Prime Minister Pham Minh Chinh's attendance at the expanded BRICS Summit 2024 when Russia assumes the BRICS Chairmanship shows that Vietnam considers its relations with Russia to be of strategic importance, and wants to foster substantive and effective cooperation with Russia.
In recent years, the Vietnam-Russia traditional friendship and the Comprehensive Strategic Partnership have developed fruitfully.
Political trust between the two countries has been constantly strengthened through delegation exchanges and bilateral cooperation mechanisms.
In 2024, the two countries are celebrating the 30th anniversary of the signing of the Treaty on Principles of Vietnam-Russia Friendship Relations and preparing for the 75th anniversary of the bilateral diplomatic relations in 2025.
Economic cooperation between Vietnam and Russia has been maintained. Bilateral trade turnover in the first 6 months of 2024 reached 2.34 billion USD, an increase of 45.4% over the same period in 2023.
Oil and gas energy cooperation continues to be a traditional strategic cooperation area and one of the important pillars in bilateral cooperation.
Bilateral cooperation in the fields of culture, education and training, tourism, science and technology, national security and defence, has also been promoted.
The two sides are actively implementing the Nuclear Science and Technology Research Centre project and organising many educational and scientific exchange activities.
Vietnam and Russia continue to coordinate closely at international organisations and multilateral forums with similar views on many international and regional issues.
Based on the good relationship between Vietnam and Russia, along with the prospect of enhancing cooperation between Vietnam and BRICS countries, Prime Minister Pham Minh Chinh's attendance at the expanded BRICS Summit will open new opportunities for cooperation between Vietnam and BRICS member countries and partners.
